Understanding the Role

The State of Missouri authorized the Owner Representative Role (1996 legislation) because they (like most States across the Nation) felt that Public Agencies should be able to hire a professional advisor to guide them through the design and construction process. In some states, like Massachusetts, the role is actually required on all publicly funded projects (in Massachusetts they call this role an OPM – Owner’s Project Manager). The Federal Government uses the role on projects and calls it CMR – Construction Management Representative. What is important to note is that in every case the intent of the role is the same and not provided by the Architect or Builder on the project.
