WHAT IS MARC?
The Montour Area Recreation Commission (MARC) was created in 2005 by an Intergovernmental Agreement of Cooperation between Montour County, Washingtonville Borough, Riverside Borough and the Danville Area School District. The Borough of Danville has since joined the organization. MARC is incorporated in Pennsylvania under 15 Pa C.S., Section 5306, as a Domestic Nonprofit Corporation; MARC is not a 501(c)(3) entity. MARC’s mission* is ‘to make and promote Montour County as the healthiest place in Pennsylvania to live, work and play’. MARC’s stated goals are to:
- Create a county-wide system of parks, recreation and open space
- Unify the county through a system of greenways, trails and open space for
transportation, recreation and resource protection, including agricultural lands
- Provide a county parks and recreation management system rooted in partnership
- Institute a planned park maintenance management organization
- Establish stable, equitable funding to support parks, recreation and open space
*NOTE: MARC is currently updating its mission statement and 5-year strategic plan

Ongoing Goals
1. Promote outdoor recreational opportunities for Montour County residents of all ages, whether provided by MARC or other entities 2. Promote Montour County as a destination for travel & tourism through the River Towns Race Series and other events/points of interest 3. Actively partner with the Columbia-Montour Visitors Bureau, Susquehanna Greenway Partnership and other organizations working to promote/improve our region 4. Actively encourage the use of the North Branch Susquehanna River and advocate for its stewardship 5. Seek new funding partners and increased funding from existing partners 6. Assist partners, local municipalities, non-profit groups and other entities in need of information, technical or planning assistance
2016 Goals
1. Begin NBCT bridges and amenities 2. Implement Danville Riverfront project medium- range goals 3. Enhance Hopewell Park & adjacent public lands 4. Create additional enhancements to the NBCT River Road trailhead / river access (Snyder parcel) 5. Establish a ‘Friends of MARC’ group (goal of 7 volunteers / mi. of trail) 6. Complete capital campaign; attempt to create an endowed fund 7. Begin ADA upgrades to MARC operated locations

1. Construct final NBCT bridges; upgrade trail amenities 2. Implement Danville Riverfront project long- range goals 3. Actively seek major donors for an endowed fund 4. Complete most ADA upgrades at MARC

2014 Goals
1. Secure a reliable funding source for the summer concert series or transition the series to another entity 2. Finalize North Branch Canal Trail (NBCT) appraisal, NPDES permitting and land transfer 3. Clear vegetation along the entire length of the NBCT so that trail is usable; begin earthmoving and culvert installation 4. Coordinate with 17857.org group on NBCT alignment between Danville and Northumberland 5. Implement Danville Riverfront project short-term goals 6. Continue regular maintenance at the Hess Rec. Area; improve ballfield infields 7. Finish last section of Hess skatepark; expand only if volunteers raise funds 8. Maintain the PPL East Branch Rec. Area as agreed w/ PPL 9. Begin to actively maintain Hopewell Park (if funded by Montour County)

11. Publicize MARC events, accomplishments, updates, etc. through media

HOW IS MARC FUNDED?
MARC is funded by:
- An annual contribution of $10,000 from Montour County’s Commissioners’ Tourism Fund
- $10,000/yr from PPL Corporation for administration & maintenance of the PPL East Branch
Recreation Area (Madison Twp, Columbia County) (3yr lease agreement through 2014)
- Grant funds as secured by the Director
- Donations from regional businesses and organizations
- Revenue generated by the races of the River Towns Race Series (including sponsorships)
- In 2013, Montour County provided an additional $15,000 from the County’s Act 13
(Marcellus Shale) funds OTHER NOTES MARC has recently established a pass-through fund at the Central Susquehanna Community Foundation to allow for the solicitation of 501(c)(3) tax-deductible donations. MARC is audited annually by Montour County’s auditors.

MARC’s staffing is as follows:
- MARC has one part-time hourly employee (Bob Stoudt, Director)
- works on average 31hrs/wk (varies widely between 0 – 40)
- no benefits
- works from home office
- MARC has one part-time contract employee (David Decoteau, River Towns Race Series
Event Manager), whose contract is re-bid on an annual basis
- MARC sub-contracts its accounting (Ozark & Shultz Accounting) and facility lawn
care/weed control (Beagle’s Landscaping; contract re-bid on an annual basis)
- MARC’s operations are overseen by an unpaid Commission of elected municipal and
county officials and volunteers
