♦It is meaningless to consider POSTEL in itself without

taking into account the European GMES initiative.

♦Together with GALILEO, GMES is one of the two pillars

f the European Space Policy. But GMES is an integrated

initiative that obviously requires space observations, in situ measurements, modelling - not just a space initiative.

♦GMES is a joint initiative of the European Commission and

ESA, plus national initiatives.

♦ GMES plans switching to an operational phase starting in

2008 through the so-called GMES Service Elements (GSE).

♦ One of the GSE’s will be dedicated to land use

and land cover.

♦Within such a framework, France, Belgium (VITO)

and Portugal (EUMETSAT SAF Land) decided to join their forces in order to set up an operational service under the GMES label.

♦POSTEL has to be understood now as the

development phase of such an operational service.

Parameters. It develops processing chains and

generates, archives & circulate products ;

♦Worldwide users’ community (interdisciplinary

studies of surface; carbon, water and energy cycles; food security management; monitoring of land cover changes) .

♦ CYCLOPES aims at developing and validating

biophysical products (abedo, LAI, FAPAR, vegetation cover) from various wide-swath sensors (AVHRR, VEGTATION, POLDER, MERIS). The products proved useful to detecting and categorizing land use changes, and assessing C fluxes

♦ The AMMA project addresses the African Monsoon.

POSTEL provides AMMA with low-resolution continental products derived from EUMETSAT and intended to hydrologists, ecology experts, atmosphere scientists.

♦ The VALERI project aims at intercomparing products

derived from various sensors and algorithms and assessing the absolute accuracy of biophysical products delivered by the POSTEL CSP. Validation is performed through a network

f in-situ measurements distributed over the Earth surface.

♦ GEOLAND is an integrated project planned to be the

backbone of GMES-related operational services. It plans to prove the pre-operational capacities of two Core Services : (1) generic land cover and (2) biogeophysical parameters, divided into six downstream services among which three regional (European) services and three global services. Products include LAI, vegetation cover, water bodies, FAPAR, albedo, incoming radiance, land surface temperature & moisture, burnt areas, rainfall

2 – GMES pre-operational projects

♦GLOBCOVER aims at taking advantage of the

moderate resolution, hyperspectral MERIS instrument on board ENVISAT to derive 250 m resolution land cover maps over the whole world updated on a regular basis.

♦VGT4AFRICA aims at distributing products

derived from the VEGETATION instrument in Africa.

♦ POLDER instruments measure multidirectional and

polarisation radiance in the visivle and NIR domain. They are/were flown on bord ADEOS-1, 2 and PARASOL. POSTEL delivers land surface parameters to the POLDER Production Centre. Such products as directional albedo, NDVI, LAI, FVC, FAPAR, BDRF database are made available step by step through that channel.

♦VENµS is a franco-israeli project. This satellite will

monitor dedicated test sites though 12 channels. Deriving biogeophysical products is also in the POLDER mission.

♦ From a technical point of view, the POSTEL products are

well suited to ease the work of NELDA scientists and /or to be directly used by them. GEOLAND and GLOBCOVER appaer as most promising.

♦ From a scientific point of view, individual researchers

involved in POSTEL could be interested in NEESPI/NELDA if they get an attractive scientific return. Formal bilateral relationship with research institutions should be considered.

POSTEL, GMES and NELDA (Ctd) ♦ From an operational point of view, the CPS is

planned to rank among the GMES/GSE that will routinely provide scientifically labelled products.

♦ From a political point of view, GMES is highly

ranked in the EC and ESA policy and may be seen as a formal contribution to NEESPI/NELDA. This has to be negotiated by and with the ‘proper’ authorities.

♦ SIRS has been initiated and developed for

(at least) two years by top-level Russian scientists and supported by some Western Europe institutions (Max Planck Institut, Hamburg; Medias-France). An « initiative group » has been set up and endorsed.

♦SIRS has been developed keeping in mind

the guidelines of ESS-P Integrated Regional Studies.

♦ A consensus about guidelines that can be

considered both as a strategic and a scientific plan has been reached by an in-house work of the Russian scientific community and endorsed during two dedicated workshops.

♦So, SIRS can and should be considered as THE

federative force that can bring together regional scientists supported at national & european levels and the projects that they are leading / will lead into an actually integrated and comprehensive ‘study’.

A picture of the state of the art (issues fairly investigated or easy to push forward, gaps to be filled) was eendorsed,

Some strategic ideas were also endorsed:

– Advantages & knowledge can be gained from many integrated projects funded by SB-RAS. – Consider proper relationships with other international programmes, in particular NEESPI – Interact with ESS-P in order to set up an IRS over the region.

Through POSTEL developments, GMES will be in a position to provide NELDA with biogeophysical data that should avoid a lot of ‘upstream’ work in a transparent and scientifically assessed way.

The scientists and institutions now involved in POSTEL developemnt could and should have fruitful cooperation and involvement in NELDA.

Quite obviously, a large part of the scientific research led under SIRS can bring unique contributions to NELDA.

Discussions are on the way about links between NEESPI, SIRS and ESSP (IRS framewoak). ESS-P OSC Conference should be an unique

pportunity to conclude. That would create

generic links between SIRS and NELDA through NEESPI.
