  8. Reflections on engagement • ODA partners and Foundations play a key role in the formulation of social policy • Various combinations of collaboration have developed between Foundations and government and ODA agencies • The role of international foundations in global science and technology has assumed increased importance – government must respond appropriately, ODA partners are also increasing interest. • Aim of engaging ODA partners and Foundations - improved harmonisation and increased value addition through development of initiatives and investments made by different partners

  9. Collaboration framework • Need for consolidation amongst development partners and philanthropies, long-term strategic partnerships are being forged between governments, development partners and Foundations • For DST, such partnerships must be guided by: – the department’s mandate and strategic priorities; – broader government socio-economic development policies and strategies – Undertaking research exercise to expand portfolio of Foundations and areas of collaboration

  10. Rules of engagement and DST’s response • DST to consider co-investment once international funds are leveraged • Specific focus areas & objectives – DST to consider each opportunity strategically to ensure alignment to national priorities – DP assistance with concept notes and proposals – DST funding should therefore typically be allocated towards overhead cost (excluding salaries & bursaries – DST funding can only be utilised for SA participation – Institution commitment (ownership and sustainability)
