receive approval by Loudoun County Parks and Recreation for facility space operations.

  • Vote to fill the NVWF executive officer position with Bill Marck. The position was unoccupied since September 2019 as

stated in the minutes of meeting and subsequently identified by Shannon Jackson.

  • Vote on adoption of Guidelines for Conducting Camps and Clinics in accordance with Committee for Camps/Clinics which

was established at the September 2019 Fall Board Meeting (guidelines are in the committee folder seen above)

  • Vote to add Treasurer expenditures to Bylaws.
  • Vote on whether or not to spend an additional amount of roughly $7500 for "tapeless" features on custom youth mats

for the purposes of (a) saving time to set up mats for tournaments, and (b) saving money spend on mat tape over the next 3-4 years at which point the league would break even on the expenditure.

  • Vote to adjust the NVWF registration fee increase to a maximum of an additional $40 per registrant which would include

costs for adult referees as part of the mentor-protege program, annual operating costs, plus a small amount for strategic planning/investments.

  • Vote to obtain a small bank loan amortized across several years for purposes of retaining a larger reserve of cash in bank

(currently there is over $82,000 available).

  • Eliminates dependences from only having to use high schools with large Saturday

tournaments where three or more mats are available

  • The current NVWF business model is based on finding schools with three mats minimum
  • NVWF historically has used eight section mats from the large heavy Resilite mats
  • NVWF could potentially use middle school gyms as needed

  • Virginia High School League (VHSL), Northern Virginia Wrestling Officials Association

(NVWOA), National Federation of State High School Associations (NFSHSA), and National Wrestling Coaches Association (NWCA) require wrestling mats with defined areas and buffers to prevent injuries.

  • Historical NVWF approaches for competitions risk injuries by wrestlers bumping into score

tables or falling onto the wooden floors.

  • USA Wrestling provides NVWF clubs and the NVWF league with privileges:
  • Annual charters (at no cost)
  • Directors and officers liability coverage for coaches and managers
  • Secondary insurance to wrestlers in good standing
  • USA Wrestling is unaware of NVWF tournament procedures using undefined wrestling areas,

Introduction

  • At the September 2019 NVWF Fall Meeting, the Board of Directors (comprised of

representatives from active clubs deemed to be in good standing) voted in agreement to set aside $66,000 to procure wrestling mats with defined circles along with supporting logistics for two competition sites.

  • Committee was established and volunteers identified to conduct research, develop

plans, and begin negotiations for the aforementioned purposes. Volunteers agree as long as NVWF acted in good faith to follow-through commitments to purchase mats and logistics so that volunteer time was not waisted otherwise. The effort was considered to be extensive in terms of hours required to work through the details.

  • Extensive time and energy was spent resulting in the identification of three viable

sources for wrestling mats, several viable sources for enclosed trailers, market research for accessories, and negotiations with NVWOA adult referees regarding mat designs.

  • As of June 2020, enough information has been collected to adequately construct
  • ptions and make decisions. Three parts are identified as independent conversation

items for consideration and decision. The Three Parts:

  • Part I – Capital investments and startup costs
  • Part II – Annual NVWF registration fees, referee approaches and costs, club host fees,

and additional money making opportunities for host clubs (for towing and load/unload)

  • Part III – Logistics, trailer parking, transportation/towing options, load/unload options

  • Favor high schools with large 3-mat events to leverage use of mats
  • Seek/favor X-large HS gyms
  • NVWOA offered to share HS schedules after compiled on October 15th
  • Counties require facility-use permit requests by September
  • August NVWF board meeting is a good time to compile HS schedules to satisfy county
  • Draft host schedules should be near complete at the NVWF August board meeting
  • Separate solicitations may be submitted to HS coaches for their schedules
  • Clubs could joint-host tournaments
  • Dulles Expo Center could be used as well as TOP, Sportsplex, Eagle Alley Gym, and others
