Key Provisions

- Aged 16 to 24
- Meet one or more additional
conditions

Out-of-School Youth – Additional Conditions
- School dropout
- Within the age of compulsory school attendance, but has not attended school for
at least the most recent complete school year calendar quarter
- Has a high school diploma or its equivalent but is low-income and basic skills
deficient* or English is not their first language
- Subject to the juvenile or adult justice system
- Homeless, a runaway, in foster care or has aged out of foster care,
- Pregnant or parenting
- An individual with a disability
- Low-income individual who requires additional assistance to enter or complete
an educational program or to secure or hold employment
*Definition of basic skills deficient: Individuals who score at or below the 8th grade level in English, reading, writing, or computing skills.
