  5. Youth Eligibility Out-of-School Youth To be eligible youth must be: ● Aged 16 to 24 ● Meet one or more additional conditions

Youth Eligibility Out-of-School Youth – Additional Conditions ● School dropout ● Within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter ● Has a high school diploma or its equivalent but is low-income and basic skills deficient* or English is not their first language ● Subject to the juvenile or adult justice system ● Homeless, a runaway, in foster care or has aged out of foster care, ● Pregnant or parenting ● An individual with a disability ● Low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment *Definition of basic skills deficient: Individuals who score at or below the 8 th grade level in English, reading, writing, or computing skills.

  8. Youth Program Elements ▪ Tutoring ▪ Study Skills Instruction ▪ Academic Coaching which leads to recognized postsecondary credential ▪ Funding will be provided for this service in RFP

  9. Youth Program Elements ▪ Alternative Secondary School Services ▪ Not Applicable- Primarily for In-School Youth ▪ Out of School Youth will be referred to local Adult Education Provider ▪ Funding not provided for this service in RFP

  10. Youth Program Elements ▪ Paid and Unpaid Work Experience ▪ Academic & Occupational Component ▪ Summer Employment ▪ Pre-apprenticeship programs ▪ Internships and Job Shadowing ▪ On-the-Job Training ▪ Minimum 30% Expenditure on this activity ▪ May include staff costs ▪ Proposer must provide payroll services and workers comp ▪ Funding provided in RFP

  14. Youth Program Elements ▪ Leadership Development ▪ Community Service ▪ Peer Centered Activities which encourage responsibility and other positive social and civic behaviors ▪ Funding will be provided for this service in RFP

  15. Youth Program Elements ▪ Support Services ▪ Supports necessary to complete activities, job preparation or work related ▪ May include: transportation, childcare, uniforms, tools, ▪ Funding will be provided for this service in RFP

  16. Youth Program Elements ▪ Adult Mentoring ▪ Role model and guidance services ▪ One-on-One ▪ Must be provided for the duration of participation in program plus an additional 12 months ▪ Funding will be provided for this service in RFP

  17. Youth Program Elements ▪ Follow-up Services ▪ Upon completion of activity and placement into employment ▪ Must be provided for a minimum of 12 months after exiting the program ▪ Coordination with AJC staff required under design framework ▪ Funding will be provided for this service in RFP

Youth Program Elements ▪ Entrepreneurial Skills Training ▪ Skills training to: ▪ Develop Business Ideas ▪ Create Business Plans ▪ Capital Development and Planning ▪ Utilize Direct Referrals to Small Business Administration and other resources ▪ Funding will not be provided for this service in RFP

  21. Youth Program Elements ▪ Labor Market Information ▪ Providing information on: ▪ Demand Industries/Jobs ▪ Wage Data ▪ Career Counseling ▪ Career Exploration ▪ JOBS4TN.gov Website ▪ Utilize Design Framework in AJC ▪ Funding will not be provided for this service in RFP

  22. Youth Program Elements ▪ Preparation Activities ▪ Providing information on: ▪ Career Transition ▪ Financial Aid ▪ Tennessee Reconnect ▪ Utilize Design Framework in AJC, Adult Education Providers and Tennessee Reconnect Communities ▪ Funding will not be provided for this service in RFP

  23. Other Key Provisions ● WIOA requires 75% of state and local Youth funding be used for out- of-school youth. ● LWDA 8 requires 100% .
