Non-Participant Generators Registration in Ireland with MRSO, ESB Networks Introduction ESB Networks AIP Programme was established to • Meet the data provision needs of the SMO and the SEM market settlement • Deliver any changes required as a result of market design changes to the existing Retail Market Solutions • Ensure that changes are made on time to the metering code arising from Regulatory deliberations Purpose of this session • to inform you of the new arrangements for registration of export in RO Ireland for below de-miniums generators who will after SEM go-live trade outside of the market 1

  3. Non-Participant Generators Registration in Ireland with MRSO, ESB Networks Who needs to Register for their export generation with MRSO, ESB Networks? You need to register for your export generation with MRSO if � you are connected to the Distribution Network in ROI � you have interval metering � you are a below de-mimimus generator and you do not intend to participate in the market 2

Non-Participant Generators Registration in Ireland with MRSO, ESB Networks How to go about registering your export with MRSO • Before you register with MRSO, you must make a commercial agreement with a participant Supplier in the SEM to buy your exported energy - this is called an export arrangement. • Both you and the Supplier buying your export should compete a Registration Form • The Supplier should tell you what Supplier Unit they want to register the export against. • When you register, you include details of the Supplier Unit on your registration form. • Your exported energy will be deducted from the total demand for that Supplier Unit for purposes of Settlement with the Supplier. • MRSO will tell your nominated Supplier what your exported energy was. • MRSO is not responsible for any payment or financial settlement arising from the bi-lateral agreements between yourself and the Supplier. 3

Non-Participant Generators Registration in Ireland with MRSO, ESB Networks Split output sales • You can split your export sales between a maximum of up to three supplier units. • You need to advise MRSO of each of these separate export arrangements when you register, and of course agree the arrangements with each Supplier involved. • • Note Note that the import at your site , like any other demand, can only continue to be supplied by one Supplier Unit There are two different approaches to facilitate the splitting of output sales • The splitting of output between Supplier Units can be based on a fixed , pre-defined percentage where all percentages add up to 100%, and/or on the basis of metered output, • Note that if you do want to split output sales based on metered output then ESB Networks will need to check to ensure that the metering can support the arrangements 4

Non-Participant Generators Registration in Ireland with MRSO, ESB Networks Split output sales , contd How often can percentages be changed • You can change the percentages in agreement with the Suppliers buying the export but no more than once in any calendar year from the date of commencement of the splitting, except where a contract is terminated and/or a supplier unit exits the market • You and the Suppliers buying the export will need to fill out new registration forms, and you will need to send them to MRSO, at least 10 working days in advance. 5

Non-Participant Generators Registration in Ireland with MRSO, ESB Networks Split output sales , contd What if there is an extension of your installed capacity, and you are still de-minimus • As before, you can split your export sales between a maximum of up to three supplier units. • If you want to do this , even if you have agreed a change to the physical metering configuration on the site with ESB Networks, you will need to fill out new registration forms and re-register with MRSO for each export arrangement before any change will take effect. • Of course each Supplier will also need to complete new registration forms too. 6

Non-Participant Generators Registration in Ireland with MRSO, ESB Networks How to Register with MRSO • If you haven’t already completed a registration form , then you need to do this now and send Request for / Update of Export Arrangements [Form 1] to MRSO • In addition,you need to send in one completed Export Supplier Consent [Form 2] for each Export Arrangement What is the closing date for registration with MRSO, ESB Networks • the latest date is 1st July, 2007 for existing facilities. • Exceptions will be handled on a case by case basis. • MRSO will contact you with a confirmation of your arrangements by middle of August What happens if you don’t complete a registration form If you do not register then you cannot be paid for your generation by your Supplier. 7
