B ecause the Judicial B ranch is a separate branch of governm ent, the G overnor does not m ake line by line reductions to our original budget subm ission, but rather suggests a single G eneral F und reduction am ount (Section 9 of the P R O P O SE DB U D G E TSE C TIO N Sat the end of the G overnor's budget) for F Y's 2014 and 2015. See R SA 9:4-a. The H ouse subsequently am ended that budget, including the Judicial B ranch G eneral F und reduction (Section 9 of the B udget F ootnotes to H B 1-A A s A m ended B y The H ouse). W e have allocated this reduction to im plem ent the B udget F ootnote reduction am ong budget lines. In fact, for the biennium , our proposed reductions exceed the reductions recom m ended by the G overnor and those adopted by the H ouse (see P age 6). In order to see the reduced budget line by line, w e have provided

A dditional funding w ould allow for an additional 500 days w ith per diem
previously, this cost w ill be funded if the Judicial B ranch is allow ed to retain in its budget the savings from H B 648. C o n tin u in g E d u ca tio n T he H ouse budget reduction w ould leave no funds for continuing education. W e m ust provide training specific to the subject m atter needs (S uperior C ourt, D istrict, P robate and F am ily D ivisions) for judicial and non-judicial staff. F urtherm ore, changes related to Innovation C om m ission recom m endations, especially the N ew H am pshire eC ourt P roject, require a w orkforce trained in new technologies.
