Veolia’s application to build an energy recovery from waste plant at Ratty’s lane in Hoddesdon has been rejected by the Secretary of State The Secretary of State disagreed with the Inspector’s recommendation and refused planning permission Veolia has not appealed the decision and the contract between Hertfordshire County Council and Veolia has been terminated.

Broxbourne Borough Council and Hertfordshire Local Enterprise Partnership to build a new access road and bridge over the New River.

  • The scheme will deliver improved access to and from Hoddesdon

Business Park for all vehicles, pedestrians and cyclists.

  • Most of the works are offline and will result in low impact to traffic.
  • Essex Road will be closed at night for approx. 7 days in 2021 to

safely undertake resurfacing works to join the new access road.

Enabling works

Some enabling works have started including:

  • Ecological mitigation works
  • Utility Diversions
  • Archaeological Investigations and
  • Site Investigations.

Most of these works are offline and undertaken on weekdays between 8am to 6pm.

The land owner and lead developer has recently announced that it will be partnering with Taylor Wimpey to deliver most of the housing within High Leigh The first phase of housing is expected to be on the land between the Dinant Link Road and Lord Street off the new mini roundabout. Officers are discussing the details of this alongside a Design Code which is to be reported to the Planning and Regulatory Committee in November. In the meantime, Lands Improvement has been putting in place the drainage and power infrastructure. It is still proposed to relocate Westfield Primary School into High Leigh and double its capacity. The County Council has decided to seek planning permission from itself for the school but Broxbourne has objected on various grounds. The County Council’s Development Control Committee deferred a decision on the planning application seeking significant design improvements.

At the full Council meeting in July, Councillors voted to create a working group to look at how the Council can address Environmental Sustainability. This is one of the most important issues facing the country and the Council is committed to ensuring that the needs of today are balanced with the consequences for future generations. Areas of focus include:

  • reducing the carbon footprint
  • an extensive tree planting scheme
  • enabling the use of new technology to reduce the impact of vehicle

emissions Broxbourne is an area with many beautiful parks, woodlands and waterways; the Council is determined to protect and enhance them for today and the future.

Environmental Sustainability

The Borough of Broxbourne has a statutory duty to monitor its air quality under the Environment Act 1995. The Council currently monitors for nitrogen dioxide via 38 diffusion tubes which are strategically sited across the Borough. Nitrogen dioxide is a pollutant commonly associated with diesel vehicles

In October 2018 the Council received a Ministerial Direction from the Minister of State at the Department for Environment, Food and Rural Affairs relating to an air quality exceedance on a southern section of the A10. The Direction requires the Council to present a business case to improve air quality to the Government’s Joint Air Quality Unit (JAQU). Deadline - 31 October 2019. Options being modelled include options such as; junction improvements and speed limit changes, as well as the introducing of a chargeable Clean Air Zone. Once JAQU have considered the Council’s business case and a preferred solution is identified, a public consultation exercise will take place to consider the proposed scheme.

The Council has launched the first phase of its new

  • website. Customers can now do a number of things online

not previously available including:

  • report a fly-tip and pinpointing the location without

having to key in all the address details

  • requesting business advice via an online form
  • search for waste and recycling collection dates
  • find housing advice tailored to individual circumstances
  • report a missed bin

The new website can easily be accessed from a mobile device

  • r tablet as well as on a personal computer or laptop.

To complement the new website, the Council’s new reception is now open to the public enabling a self-serve service for those customers that do not have access to the internet at home and assisted self-serve for those that need assistance to use the new digital services

In the last few weeks, we sent a form to every home in the Borough checking who is eligible to vote at your address. We do this every year to make sure the electoral register is up to date so that everyone is able to have their say in elections. There may not be any changes to make on your form but you still need to let us know. Once you have received the form, you can respond by choosing ONE
