  5. NEIGHBORHOOD MENU • Assist Neighborhood Councils – Simplify the allocation process – Allocation of funds to directly benefit LMI – Encourage partnerships between Neighborhoods and service providers – 2018 Menu Example

TIMELINE Important Dates Action Friday, August 3, 2018 CHHS Releases 2019 CDBG Neighborhood Project Menu Request for Proposals (RFP) Wednesday, August 8, 2018 Project Menu Training ➢ Spokane City Hall – City Council Briefing Center (lower level) ➢ 3:30 – 4:30 PM Wednesday, September 5, Last day for CHHS technical assistance with applications 2018 Friday, September 7, 2018 Request for Proposal Applications Due to CHHS ➢ Please submit electronic copies to George Dahl at gdahl@spokanecity.org o Printed hard copies will not be accepted o Don’t forget the required attachments – last page of application Monday, September 10, 2018 CHHS staff will begin reviewing applications for eligibility Friday, September 21, 2018 Applicants will receive notice on their application eligibility status Monday, October 1, 2018 Neighborhoods will have access to the CDBG Projects Menu Monday, April 1, 2019 Last day for neighborhoods to submit their completed CDBG Project Menu Friday, April 12, 2019 Notice will be given to all projects/applicants funded through the CDBG Project Menu Monday, July 1, 2019 Program Year 2019 begins ➢ Funds available sometime following July 1 st (contingent on release of funds from HUD)

  8. PROPOSAL DEFICIENCIES • Poor project scope • Proposal timeline is unrealistic/not provided • Little, or no leverage • No performance measures/targets • Lead staff has no knowledge/experience working with federally funded construction activities – Procurement

  9. PROJECT MILESTONES • Quarterly milestone requirements – Projects must show quarterly progress • Qtr. 1: July 1 – Sept. 30 (agreement/bidding) • Qtr. 2: Oct 1 – Dec. 31 (bidding/construction/billing) • Qtr. 3: Jan 1 – March 31 (bidding/construction/billing) • Qtr. 4: April 1 – June 30 (bidding/construction/billing/closeout) – Lack of progress will result in terminated agreement – Projects must be complete no later than June 30, 2020 • Subrecipients will have 60 days following the end of contract terms to submit final billing
