  3. Title 32 to Title 5 Conversion DESIRED END STATE : When directed by the Secretary of Defense, comply with Section 1053 of the FY16 National Defense Authorization Act. Section 1053 contains two primary provisions that concern the National Guard of each state. • Convert not fewer than 20% of current Dual Status Positions to Title 5 civilians by 1 Jan 2017. • The phased-in termination of all Non-Dual Status (NDS) Technicians through attrition beginning 1 Jan 2017.   4. JFHQ Re-Balance DESIRED END STATE: Resources aligned with organization priorities . Baseline established validating JFHQ-NC fulltime support (FTS) organization and functions ensuring adequate personnel resources are authorized where required in positions with documented duties and responsibilities. The Troops to Task effort will provide the baseline and common understanding across the headquarters and will be used as a decision support tool for equitable personnel resource authorization allocation decisions taking into account all employee statuses and types . UNCLASSIFIED//FOUO ACOE Site Visit STRATEGIC 31 October – 4 November 2016 PLANS How to answer the questions from ACOE Site Visit Team Members: How you do it, not what you do • Truthfully , and to your level of experience  Tell them what you know – don’t try to add or assume other parts of the process  Feel free to refer them to someone else for more information • Systematic  Make sure to explain how your processes are systematic (repeatable using data and information). i.e. the monthly awards submission/approval process • Highlight improvements and innovations to processes  Point out changes that may have occurred to the process  What led you to those changes? Try to link all changes to a fact-based evaluation [ie, EAGLE Process, AAR, Rapid Improvement Event (RIE), Internal Review, BALD EAGLE Process (using ACOE Self-Assessment and Feedback Report)] This is NOT an Inspection A Site Visit is used to verify and clarify our ACOE Self-Assessment UNCLASSIFIED//FOUO

FY-17 Budget Outlook BLUF: Manpower is down, statutory accounts (IDT/AT) are funded, increase in schools funding, and Tech Pay equals authorized strength • Likely a Continuing Resolution (CR) to Start FY17 • Known underfunded requirements : ADOS, Bonuses and Incentives, Force Protection Initiative, Privatized Army Lodging, Installation/Municipal Services, and Suicide Prevention • Aligning our resources to our Priorities UNCLASSIFIED
