About NHS Collaborative Procurement Partnership (CPP)
The NHS Collaborative Procurement Partnership (CPP) is formed of four regional procurement hubs namely:
- East of England NHS Collaborative Procurement
- NHS London Procurement Partnership
- NHS Commercial Solutions and
- North of England Commercial Procurement Collaborative
For this procurement, NHS LPP is the lead contracting authority
About CPP- Joined Up Procurement
CPP puts in place a range of competitive contracts and frameworks to support the NHS in ensuring maximum value is gained from its investments in patient care. We have worked together successfully on the National Framework for the Supply of Nursing and Nursing Related Services
About CPP- Joined Up Procurement
We recognise that there are a number of frameworks in the market and it can be confusing for trusts when deciding on which frameworks are available to them. It is for this reason that CPP are working together on this national framework. Wider discussions with Crown Commercial Services are taking place to agree how best public sector organisations can work together regarding the agency market.

- LPP currently have a framework in place for medical locums.
The current framework went live in May 2012 and expires in April 2016
- Single Lot for London
- Currently 86 NHS organisation are member of the LPP
- Current framework has over £65M (including direct
engagement) worth of business
- 63 framework suppliers
Lot 2 – East of England / Midlands
East of England NHS Collaborative Procurement Hub
- EoECPH work on behalf of trusts in Norfolk, Suffolk, Cambridgeshire,
Bedfordshire, Hertfordshire & Essex
- Relationship with trusts in East Midlands
- Lot to cover all trusts within Midlands and East region
- Trusts currently utilising CCS framework, but significant amount of off
framework spend (approximately 60%)
- Annual spend in the region of £60M
- 17 framework suppliers
Lot 3 – North of England
- NOE CPC have a diverse membership and work on behalf of NHS
- rganisations in various geographies including:
- Yorkshire and the Humber
- East and Midlands
- North East
- North West
- Currently utilising all 3 lots of the CCS Medical Locums framework via CPC
further competitions.
- Annual spend circa £61M, with significant off framework spend
Lot 4 – South of England
- NHS CS work on behalf of NHS organisations in Surrey, Sussex, Kent,
Oxfordshire, Buckinghamshire, Berkshire, Hampshire and Dorset.
- Provide support to all NHS organisations across the South of England
- Currently utilising the CCS medical locums framework via a regional
further competition
- Annual spend in the region of £90M significant off framework spend
- Number of Suppliers in use approx. 50 (on and off framework)
- Lot 4: South of England - to have three sub lots;
South east coast (East Sussex, Kent, Surrey and West Sussex); and South central (Buckinghamshire, Berkshire, Hampshire, Isle of Wight and Oxfordshire); and South west (Avon, Cornwall, Devon, Dorset, Gloucestershire, Somerset and Wiltshire).
