The Following substances are not permitted on all MSC coating systems:

  • Organo-tin
  • Coal-tar
  • Zinc Chromate
  • Lead - “Lead free” paint is defined by the Consumer

Product Safety Commission’s Ban of Lead-Containing Paint and Certain Consumer Products Bearing Lead- Containing Paint (16 CFR 1303) as containing .009 % (90 parts per million) or less lead by weight in the dry paint

Periodic Service Call

Periodic Service Calls: Available upon request from PE or Ship Force At a minimum, the Contractor shall perform or provide the following during the periodic Service Call:

  • 1. Review Paint Handbook and CD and provide any

updated materials and revisions

  • 2. Provide shipboard training materials and training
  • 3. Review inventory of onboard paint to ensure adequate

six (6) month supply and note expired paints

  • 4. Discuss any concerns from the ship’s crew

Port Engineers - Need help with creating and formulating your work items? Here is your answer. Paint Condition Survey Service Call:

  • The Contractor shall provide technical evaluation and coating

condition survey in areas cited in the TDL. The goal is provide a paint condition survey service call eight to twelve months prior to a major ship availability to define painting requirements. As directed by the MSC Representative, the Field Service Technical Representative shall perform coating condition surveys and submit a Coating Inspection Report (i.e., Topside and Superstructure, Tanks and Voids, Underwater Hull and Boottop, Deck Machinery, etc.)]. Recommendations for maintenance, repair, and photographs

  • f representative problem areas shall be included as part of the

report.

RFEs - Paint Work Items

  • 1. PEs are to submit all preservation work

items requiring paints or solvents prior to solicitation to allow PPG to review, provide comments, and generate a request for estimate (RFE). The COR also reviews the work items.

  • 2. COR will provide back to the PE comments on work

items needed and identify appropriate paint products and quantities need to support the work item

  • requirements. In addition, a paint order form will be

populated with the paint products and quantities.

  • 3. Using the Order lead times for Availabilities, the PE

should submit a completed paint order form identifying paint and Tech Rep requirements needed to support the paint work items for the availability. – a. If shipyard location is still unknown when submitting orders, still submit paint order form and follow up with an email with shipyard location when awarded.

  • The Contractor shall provide full time on-site

support to MSC Representatives (e.g. Port Engineer) in the Industrial Facility in the form of Field Service Technical Representatives. These reps will monitor paint application efforts and advise the MSC Representative accordingly, regardless of the manufacture type of paint being applied. The Field Service Technical Representative shall:

1. On Site full time when paint related work is being performed 2. Fill in Daily Paint Progress Report – Both the MSC Representative and the Field Service Technical Representative shall sign the Daily Paint Progress Reports daily. 3. Provide an initial and final assessment on hull’s condition 4. Provide verbal notice immediately to the MSC Representative and COR of any deficiencies that would void the General Warranty or significant problem and within 24 hours of

  • ccurrence provide written notice. In addition, the Daily Paint

Progress Report and the Summary Exception Report shall document the deficiency. 5. Verbally advise the MSC Representative and document in the Daily Paint Progress Report any areas not adequately protected from the effects of surface preparation and painting.

6. Maintain daily inventory records regarding all paints/thinners. 7. Perform inventories of coatings and coating-related products as requested by the MSC Representative. 8. Insufficient paint quantities should be identified a minimum of ten (10) calendar days prior to the anticipated date by which the additional products may be needed based on the Industrial Facilities’ production schedule 9. Inspect the surface preparation and application of each coat of paint applied 10. Take and record readings daily or as often as necessary to assure compliance 11. Report all inspections to the MSC Representative and enter them in the Daily Paint Progress Report 12. Report and document in instances when an exterior spray loss exceeds 40% and when unnecessary paint waste occurs

13. In Daily Paint Progress Report document reasons for high spray loss and unnecessary paint waste and any conversations with the MSC Representative 14. Take photographs 15. The Field Service Technical Representative shall perform coating condition surveys as directed by the MSC Representative 16. Within 24 hours of completion of the painting job, the Field Service Technical Representative shall inventory all remaining unopened quantities of paints, solvents, and other products not used by the Industrial Facility or assigned aboard ship and prepare and submit a Final Job Inventory Report 17. The Field Service Technical Representative shall perform the requirements of a Service Call 18. The Field Service Technical Representative supporting a drydocking availability shall provide the MSC Representative a certificate certifying the paint used for the underwater hull systems are in compliance with the International Maritime Organization

Warranty of Marine Coatings

The warranty shall apply to both the following:

  • Warrant paint is useable up to the expiration date
  • Warrant that paint is applied in a correct manner so that it will last two

(2) years after date of application. (1) This warranty shall not be voided by improper application efforts or procedures by the shipyard unless the Contractor’s on-site technical representative provides timely notice of such misapplication to the Government representative. Notice given more than eight hours after the fact shall be untimely; verbal notice may be given immediately, but it is acceptable only if it is followed by written notice within 24 hours. The notice shall clearly describe the affected areas (time, location, square footages, coatings involved), the nature of the misapplication and remedial action that must be taken to correct the problem. (2) The remedy for coating failures within the warranty period shall be for the Contractor to furnish, at no cost to the Government, all quantities of materials and technical representative services necessary to recoat the failed area.
