Research on Later Start Time  The American Academy of Pediatrics recommends that secondary schools start at 8:30 a.m.  Research out of the UNC Chapel Hill suggests later start times for secondary students o Decreases discipline referrals o Increases student achievement on state mathematics exams o Decreased the number of student suspensions o More important in economically disadvantaged students  The American Psychological Association reports benefits include: o Increased attendance rates o Decrease in disciplinary action o Decrease in student-involved car accidents o Increase in student GPA o Increase in state assessment scores o Increase in college admissions test scores o Increase in student attention o Decrease in student sleeping during instruction o Increase in quality of student-family interactions o Increased sleep hours for secondary students West Branch School District: Began Later Starting Times August 2019 Philipsburg-Osceola: Looking to start

Other Factors  Staff can be shared between buildings – could be a significant cost savings to the District and benefit students by providing the most qualified staff to students  Common Professional Development Time  Student Enrollment fallen by 153 students in 11 years  1001 in 2008  922 in 2012  847 in 2019  Trend is financially concerning since 71% of District income is driven by state money and determined by enrollment
