Introduction to a MSE

What are we doing? We are conducting a full end to end test, this includes:

  • Multiple warnings will be sent from the System Operator (SO)
  • Evaluate and validate data submissions from Capacity Providers (CP)
  • Run the Volume Reallocation process
  • Test settlement calculations and penalty invoices

We will also test our published Working Practices (WP). Why are we doing this? To test all our processes to ensure we (both the Delivery Partners and Capacity Providers) are operationally ready in the event of a Stress Event occurring.

  • EMR Delivery Body sends email to inform participants of the settlement

periods for the historic stress event

  • Participants that have a CM agreement in the current delivery year and were

carrying out a relevant balancing service need to send information to DB and EMRS

  • A tool will be provided for the both the Transitional Auction and the Early

What is Volume Reallocation?

Volume Reallocation and parameters are covered in Chapters 8 and 10 of the Capacity Market Rules.

  • A process where Capacity Providers may reallocate volume (in MWh) for any Settlement Period

that is part of a Stress Event from one over-delivering CMU to another under-delivering CMU.

  • Capacity Providers have the opportunity to reduce the amount of Penalty Charges they owe.
  • Volume Reallocation window opens 11 Working Days after the end of a month in which a Stress

Event occurs.

  • Capacity Providers who have over or under delivered may trade volume between each other.
  • Capacity Providers submit Capacity Market Volume Reallocation Notification (CMVRN) to EMRS

during the Volume Reallocation window.

authorised contact with EMRS

  • CMVRNs received between 8:30am - 4pm will

be reflected in the CVR published by 5pm on that same day

  • CMVRNs received after 4pm will be processed

the following day

  • At 5pm on Working Day 19 EMRS will publish

the CVR with all trades received up to 4pm
