Subsidized annual pass guiding principles

  • 1. Center on the needs of customers

Program details

  • Starting in October, customers who are enrolled in one of six state benefit

programs can receive a subsidized annual pass.

  • The subsidized annual pass is valid for up to 12 calendar months and is renewable

each year, provided eligibility requirements are met.

Eligibility

In order to qualify, customers must:

  • Be a resident of King, Pierce or Snohomish County (self-certified)
  • Have proof of identity
  • Be 6 years or older (parents can request a card on behalf of their youth)

AND Be enrolled in one of the following state benefit programs:

  • Temporary Assistance for Needy Families (TANF) / State Family Assistance (SFA)
  • Pregnant Women Assistance (PWA)*
  • Refugee Cash Assistance (RCA)
  • Supplemental Security Income (SSI)
  • Aged, Blind, or Disabled (ABD)
  • Housing & Essential Needs (HEN)

*Note: Pregnant Women Assistance is a cash assistance program and should not be confused with WIC or Pregnancy Medical

Subsidized annual pass cards

  • All eligible customers will receive a new ORCA LIFT card loaded with a

subsidized annual pass to ride at no charge on King County Metro and Sound Transit services.

  • Customers with an existing RRFP card valid for at least 12 months have

two options:

  • Keep the subsidized annual pass added onto their ORCA LIFT card and

keep their RRFP card as is. OR

  • Request to add the subsidized annual pass to a new RRFP card and keep

their ORCA LIFT card as a regular ORCA LIFT card (without a subsidized annual pass).

Where the pass can be used

  • The subsidized annual pass will fully subsidize trips taken on Metro and Sound

Transit services. Customers will be able to ride on those services at no cost to them.

  • For trips on other transit agencies, will still be able to use ORCA LIFT card or RRFP

card to ride at the reduced fares, if applicable.

What if I’m eligible for the subsidized annual pass but need to ride a transit agency beyond Metro and Sound transit?

This program will only subsidize Metro and Sound Transit trips. This program is provided by King County, with Sound Transit joining as a two-year pilot.

  • To ride on other transit agencies, customers can use their ORCA LIFT card

to ride at a reduced fare on Community Transit, Kitsap Transit, and Everett Transit, and ride full fare on Pierce Transit and Washington State Ferries.

  • Customers will be responsible for adding value to their cards (via E-Purse)

to ride on transit agencies that are not Metro or Sound Transit.

Will the subsidized annual pass be valid for transfers?

  • Transfers between and within full subsidy services
  • The subsidized annual pass will cover all trips from Metro to Metro, from

Sound Transit to Sound Transit, and from Metro to/from Sound Transit.

  • Transfers between full subsidy services and reduced or full fare

services

  • Transfers from Metro or Sound Transit to the other transit agencies will

not be covered by the subsidized annual pass.

  • Transfers between and within reduced or full fare services
  • If a customer uses their subsidized annual pass card to pay for travel on

Community Transit, Pierce Transit, Kitsap Transit, or Everett Transit, standard transfer rules apply for transfers within and between those transit agencies

Will the card for the subsidized annual pass look different from a regular ORCA LIFT card?

No, there will be no visible difference between a regular ORCA LIFT card and an ORCA LIFT card loaded with a subsidized annual pass.

What if I already have an ORCA LIFT card?

  • All eligible customers that enroll in the subsidized annual pass will need to

get a new ORCA LIFT card that will be valid for 2+ years.

  • Current cards will be blocked within 7 days and will not be useable.
  • Any unused funds will be transferred to their new ORCA LIFT card
  • If their current ORCA LIFT card has a Puget Pass, that card will be

blocked at the start of the next month

  • After the previous ORCA LIFT card is blocked, customers will be able to link

their new ORCA LIFT card to their existing ORCA online account at

  • rcacard.com

What if I have a RRFP card and qualify for the subsidized annual pass?

  • All RRFP cardholders that choose to enroll in the subsidized annual pass

program will also need to get a new ORCA LIFT card that will be valid for 2+

  • years. RRFP cardholders whose RRFP cards will expire within 12 months will

automatically have the subsidized annual pass added onto their ORCA LIFT card.

  • RRFP cardholders whose cards will remain active for at least another 12

months and have one of two options:

  • Have the subsidized annual pass added onto their ORCA LIFT card and keep

their RRFP card as is.

  • Request to add the subsidized annual pass onto a new RRFP card and keep

their ORCA LIFT card as a regular ORCA LIFT card (without a subsidized annual pass).

LIFT cards, not youth cards

I meet the income level but don’t qualify for one of those programs. When can I get this benefit?

Expansions are expected in 2022 to serve more customers that have household incomes at or below 80% of the federal poverty level. Program expansion could include extending eligibility to include additional state or local benefits and/or offering more enrollment sites.

I’m not eligible for the subsidized annual pass but I’m still low-income/can’t afford the fare. How can I get a discounted fare?

  • Customers may be eligible to obtain an ORCA LIFT, Youth, or RRFP card to

ride King County Metro and other transit services around the Puget Sound at reduced fares. We want customers to get connected to the reduced fare program that’s for them.

How do I enroll in ORCA LIFT?

To qualify for ORCA LIFT, customers must have household incomes at or below 200% of the federal poverty level and have proof of identification. Customers can find

How do I get a Youth card?

  • To qualify for a Youth card, customers must be between the ages of 6 and

18 and have proof of age.

  • Eligible customers can obtain a new Youth card at the following locations:
  • King Street Center’s Customer Service office
  • Metro Neighborhood Pop-Up
  • By mail
  • Card fees
  • New ORCA Youth card - $5
  • Replacement ORCA Youth card - $5

How do I get an RRFP card?

  • To qualify for a Regional Reduced Fare Permit (RRFP) card, individuals must satisfy one of two

criteria:

  • Seniors: Be 65 years or older and have proof of age
  • With a disability: Must have a disability that meet certain medical criteria. The full list of

qualifying medical criteria can be found at https://kingcounty.gov/depts/transportation/metro/travel-options/accessible/reduced- fare-permit.aspx

  • Customers can obtain an RRFP card at the following locations:
  • Card fees
  • New RRFP card – No fee

What if my benefit eligibility and/or income changes while I have the subsidized annual pass?

  • Nothing will change until you need to reenroll after 12 months.
  • The subsidized annual pass will be valid for up to 12 calendar

months, regardless of whether a customer’s enrollment status in one of the benefit programs changes.

  • Customers who receive the subsidized annual pass on an ORCA LIFT card

can continue to use their ORCA LIFT card to ride at a reduced fare until the date printed in red on the back, regardless if a customer’s income changes during that time (for a total of 2+ years).

How can I renew my subsidized annual pass?

  • We will be developing the process for renewing the subsidized annual pass

in spring 2021 and will be ready advance of renewals starting in fall of 2021.

What if my subsidized annual pass card gets lost or stolen?

  • To replace an ORCA LIFT or RRFP card that was loaded with a subsidized

annual pass, customers must contact Metro’s reduced fare phone number, 206-477-4200.

  • The remainder of the subsidized annual pass, as well as any other passes or

E-Purse value, will transfer onto their replacement ORCA LIFT or RRFP card.

  • Customers can choose to have their replacement card mailed to them or can

arrange to pick up their replacement card once it's ready at the King Street Center Pass Sales Office. Replacement cards will be offered at no cost to customers.

*These cards cannot be replaced over the ORCA website. Metro’s ORCA LIFT Customer Service Specialists will handle replacing these cards.
