IGSA – Intergovernmental Support Agreement
- Blanket IGSA is historic: first such agreement for the Air Force
- 10 year sole-source agreement between AACOG and JBSA
- Allows for acquisition of all types of goods and services through
AACOG
- Federal Acquisition Regulations (FAR) do not apply and Federal
wage standards are waived
- Saves money for the Military while generating new revenue for

What is AACOG?
- Formerly the Joint Land Use Study (JLUS) Program
- Funded thru grant process by the Office of
Economic Adjustment in the Department of Defense
- Grant is executed by AACOG and funds:
- Delivery of a JBSA Compatible Use Plan and a
Comprehensive Plan for Kelly Field
- CUP serves to inform subsequent jurisdictional and
installation planning and policy efforts
What is AACOG?
- 1. Compatible Use Plan for Joint Base San Antonio
- Will evaluate traditional JLUS areas related to balancing
mission sustainment with development
- And emerging compatibility issues related to climate
change, installation resiliency and spectrum conflict
- Includes Lackland, Medina, Kelly Field, Randolph,
Seguin Airfield, Martindale Airfield and Camp Bullis
- (2) Comprehensive Plan for Kelly Field
- Seeks to define Kelly Field as dual-use military-civilian
entity
- Merge military installation planning efforts on Kelly
Airfield with Port San Antonio master planning
- Create a comprehensive vision for the future of Kelly
Field – Port San Antonio to sustain future military flying

Habitat Modification & Bird Mitigation Methods
- CoSA Parks does not start work before USDA clearance
- Inflatable air dancers proven & effective method
- Pyro noises: used with drones & lasers in the 2 hours before sunset;
1 or 2 pyro every few minutes, for up to 2 weeks then taper off
- Goal: train birds to associate drone/laser appears before noise to
disperse when they see the devices … shorten time needed for pyro
USDA Catalysts to Plan Start
- Confirms existing fledglings matured to
juvenile status & departed nests
- Assesses viability of eggs in nests
- New nestlings as of late Sep
- Visits weekly to check status
Elmendorf Lake Park: Bird Hazard Mitigation Plan
General Notes
- Eggs: ~ 30 days to hatch; nestlings take ~ 30
- 50 days to become fledglings
- Fledgling process takes 1 - 3 weeks
- If eggs hatch, delays plan start for ~ 60 days
- After initial re-roost discouraging ops, USDA
continues to monitor & mitigate as necessary
- Next Egret breeding season: mid-Feb 2020
USDA begins sight & noise bird repellents
