  • ‘Standard’ Cavity Wall and Loft Insulation introduced as

stand-alone measure under CERO

  • Solid Wall Insulation minima of 100,000 measures for

whole of ECO to be introduced

  • Benefit criteria for CSCO Rural removed to enable less stringent

criteria

  • CSCO areas increased to most deprived 25%
  • Standard cavity and loft able to be installed regardless of

geographical area and without ‘primary’ measure

  • Artificial uplift under HHCRO for non-gas properties (non-social

tenure) from April 2017 – 5% insulation, 100% heating Possible Negative

  • No more defined ‘hard to treat’ cavity wall insulation
  • Availability of standard cavity or lofts in rural areas
  • Solid Wall minima will affect non-traditional activity in particular
  • Decreased CERO rates will affect funding proportions requiring
