The Groundwater Sustainability Workgroup discussed GSP funding and financing strategies at their February meeting, and developed the 12 key points of input, presented at the GWA Board meeting in March.

1. P3 financing, unless designed well, can be unsuccessful 2. How will GSAs hold each other accountable? Monitoring should be increased in areas by the cone of depression 3. Should DACs have free access to potable water outside their area/ is this a potential solution? Is a funding source needed to fund DAC water needs? 4. Should markets be considered within the basin? 5. Does it affect rating, etc. if a small GSA needs a very expensive project? 6. Inflows and outflows to GSAs may be equitable for assessing a basin-wide fee 7. We’re all in this together – if one GSA defaults, there are ramifications to the rest of the basin.

8. What would it take to vote yes on a sales tax?

  • Understanding of how it would be used
  • Some are against it because of impacts to DACs

9. A sales tax might make it easier to do projects where they are needed and prevent pumping restrictions 10. Anticipate competition with statewide taxes for water issues 11. Pros and cons of regional vs. GSA-level needs need to be evaluated 12. If projects generate revenue, could a portion of the (a “fee”) be reverted to the region to offset costs to areas that need a subsidy?

Technical Support Services Funding Update

  • Review: DWR’s Technical Support Services (TSS)

provides funding to construct monitoring wells in areas where data gaps exist.

  • The TSS application for the Eastern San Joaquin

Subbasin has been submitted to DWR with a request to fund two new monitoring wells in areas in the Subbasin.
