AEC suggests:

• Expansion of public-private partnership and cooperation
• Transmission of certain obligations of the vocational education system to

entrepreneurs (e.g. Equipment supply of Vocational Education Entrepreneurs)

• Establishment of appropriate legal framework for «Pupil Contract»
• Stimulation mechanisms for participation of entrepreneurs in the education

and expertise process

• Inclusion of vocational subject into the curriculum of the secondary schools
• Establishment of the Certification Commission
• Employer
• Trade Union on the area and field
• Vocational public associations
• Ministry of Education

AEC suggests:

EDUCATION INSTITUTIONS Student Employer

• Specially trained guardians are assigned in the

institution

• The student goes to work 2-3 times a week
• Wages are exempted from income tax and

social insurance payments

• The contract is signed before the student

enrolls in the educational institution

• The guardians are rewarded by the educational

institution for the number of students
