Gaps in Our Knowledge

Further research is needed to understand the link between social infrastructure and inclusive growth in terms of:

  • The impact of housing upon standard of living, work and outcomes in

health and education

  • The impact of transport infrastructure upon work, productivity and other
  • utcomes
  • The impact of social infrastructure such as social care and education on

life opportunities, access to the labour market and cost of living

Housing and Infrastructure Summary

  • House prices and rents are increasing steadily, making housing less affordable

especially in the private rented sector

  • Luton has a significant housing challenge with high levels of homelessness, below

average levels of home ownership and a lack of social housing

  • Luton has several infrastructure challenges including parking and congestion

around the town centre with large numbers of residents travelling to work by car

  • Digital infrastructure in Luton is very good with increasingly high rates of superfast

broadband connectivity

  • Luton also has challenges around social infrastructure including access to free

early years education and quality social care for its young population

  • But we do have an airport!!
