Project Overview

– Through ongoing monitoring of Line 21, increased rates of slope movement were identified around the south slope of the Mackenzie River – Nov 16, 2016 – as a precautionary measure, Enbridge shut down Line 21 and began remediation – Pipeline pigs were launched inside the pipeline from Wrigley Station – Using nitrogen and the pigs, oil was pushed out of the pipeline segment under the Mackenzie River

Applications before the National Energy Board

– Construction and operation of the Line 21 pipeline was authorized by the National Energy Board (NEB) in 1981. The NEB oversees the ongoing

  • peration and maintenance of Line 21.

– In March, 2017, Enbridge filed applications with the NEB requesting that the Board approve the installation of a replacement pipeline segment (approximately 2.5 km in length) and the decommissioning of the existing segment of Line 21 pipeline. – The NEB held an oral public hearing for the Project in Fort Simpson on October 23-26, 2017.

Environmental Protection

– The EPP and WMP outline waste management measures including (but not limited to):

  • Garbage and refuse must be disposed into and stored within appropriate bins to reduce attraction of

wildlife, to restrict wildlife access, and to prevent wastes from leaving the site.

Spill Contingency Plan – Spill Prevention October 27, 2017 L21 Segment Replacement Project

− The EPP and SCP outline specific spill prevention measures including (but not limited to):

  • Hazardous materials will be stored a minimum of 100 m from the high-water mark of any

waterbody

  • All fuel storage tanks/containers will have secondary containment (e.g. double walls, drip tray)
  • Spill mats and/or drip pans/ trays will be placed under all portable fueling containers and under

equipment when not in use( defined as idling or parked for longer than 2 hours);

  • All equipment used will be in good working order and free of leaks;
  • All sewage and solid waste will be contained and sealed in watertight containers;
  • Tanks used for transporting sewage will be watertight and will be regularly inspected and

maintained;

  • MVLWB and GNWT Inspector will be notified of all fuel storage locations;
  • No materials will be discharged to the surface without approval from the Environmental

Inspector, following applicable sampling and in accordance with MVLWB conditions.

– Enbridge has developed a Turbidity Monitoring Plan (TMP) for the Project that will be followed throughout the drilling operations. – The TMP will aid the construction team to determine whether drilling fluid may be reaching the Mackenzie River through an inadvertent return and impacting water quality. – The TMP will monitor turbidity levels at selected sampling points upstream and downstream of the pipeline crossing. – The TMP includes opportunities for local turbidity monitors to work with third party turbidity monitors during HDD activities. – TMP has been reviewed by the Fort Simpson Water Treatment Plant and a notification protocol is in place to notify any changes in water quality

Clean-up and Post Construction

– Upon completion of the Project, the following close-out and clean up measures will be completed:

  • equipment will be demobilized as soon as possible
  • all remaining wastes will be removed for disposal
  • natural drainages will be restored
  • vegetation will be rolled back onto cleared work areas

– Enbridge proposes post-construction monitoring (PCM) to be completed for two years following completion of the Project. – Site visits will be completed in the spring and late summer each year – PCM to document the conditions of the following:

  • Erosion and/or slumping issues
  • Vegetation conditions
  • Condition of work areas

– Corrective Action Plans will be developed to address any deficiencies noted.

Communications and Engagement

– Enbridge began consultation in January 2017 and since then, has actively consulted with communities and stakeholders identified as being either potentially impacted by or having an interest in the Project. – Throughout this time, Enbridge has provided numerous opportunities for First Nations and local stakeholders to learn about the Project, engage in meaningful dialogue, and express concerns. These opportunities include:

  • Two open houses in Fort Simpson
  • In-person meetings, presentations, phone calls and emails
  • Toll-free telephone number and email address
  • Project information packages, updates and fact sheets
  • Community luncheon

– Enbridge’s applications to the MVLWB included a Project Engagement Plan – at that time, there were no unresolved concerns regarding the Project. Through ongoing discussions with local First Nation communities, Enbridge has committed to updating the Project Engagement Plan.

Communications and Engagement

– In early August 2017, Enbridge entered into a Process Agreement with LKFN in order to carry out technical discussions, community engagement activities, and negotiations to address potential impacts and benefits related to the

  • Project. The technical discussions are ongoing and also include participation

from SKFN, DFN, PKFN and JMRFN. – Enbridge has provided capacity funding to support engagement with local First Nation communities, including support for the Indigenous Knowledge and Land Use Study recently completed by LKFN. – Through this ongoing engagement, Enbridge has provided site tours, aerial tours, and an archaeological reconnaissance survey of the Project area with representatives from local First Nation communities to identify and address their concerns about the potential impacts of the Project in their traditional

  • territories. In response to LKFN concerns about potential impacts to the

Mackenzie River, Enbridge also completed a sediment dispersion study.

– Enbridge has and will continue to conduct engagement with stakeholders and communities along the entire Line 21 right-of-way, as it has since Line 21 began operation. – Enbridge has also committed to tracking records of engagement, including dates, description, actions taken, and status. – Each year, Enbridge offers to meet with local communities, first responders and interested stakeholder groups to deliver Public Awareness Program information, provide updates on key operational activities, and update communication contacts and protocols. – Enbridge is committed to continued dialogue with local First Nations and stakeholders in the interest of sharing operational information and identifying and resolving any questions or concerns associated with ongoing activities.
