Discretionary Grants Allocations and Contracting for 2018/2019

  • Low allocations due to budgetary constraints.
  • Temporary situation. Allocation numbers to start improving

in the 2019/2020 financial year.

  • Signing of Allocation Letters critical as cut off date has

passed.

  • Contracting process through Annexures has not changed.
  • Companies are requested to submit the Learnership

Agreements for Registration as there is a cut off date of end November 2018 (Use it or Lose it principle to apply).

  • SETA starting the planning for 2019/2020 now with the aim
  • f allocating earlier next year.
  • Also looking at possibility of online application process for

the 2019/2020 financial year.

  • Move towards Modular Occupational Qualifications.
  • Introduction of Parent (Full) and Part Occupational

Qualifications.

  • SAQA will register a Parent Qualification that is achievable

and certifiable.

  • Part Qualifications will be registered separately to the Parent

Qualifications.

  • New qualifications do not have multi-entry and multi-exit
  • pportunity.

New Modular Based Occupational Qualifications

  • Made of Knowledge Modules, Practical Modules and

Workplace Modules.

  • Modules still have credits.
  • Qualifications have a detailed Curriculum and an

Assessment Specification document.

  • Culminate with an External Integrated Summative

Assessment (EISA). This will be a Trade Test in respect of Trades.

  • Quality assured by the QCTO.
  • Skills Development Providers apply to the QCTO for

Accreditation.

  • SETAs to register Learnership Programmes with DHET as

implementing mechanisms.

Administration of Learning Programmes – Back to Basics

  • 2007 Learnership Regulations still in force.
  • Ignore 2012 Learning Programmes Regulations.
  • 2007 Regulations require of companies to register

Learnership Agreement before commencement of training.

  • The employer party must fall within the scope of coverage of

the said SETA and pay levies to that SETA.

  • MQA Funding Policy does not allow association of grants to

Learners that were registered in a prior year for the SETA funded Learners.

  • Sector funded Learners are not affected by this provision.
  • Companies must provide all and clear supporting documents

– this delays the registration process.

  • Adhere to the minimum stipends set out in Sectorial

Determination no. 5 of the BCEA.

Administration of Learning Programmes – Back to Basics

  • Altering the Terms of the Agreement: Must be approved

by the SETA.

  • Transfer of Learners/Substituting Employers: Written

application and Agreement setting the Terms of the Agreement signed by all parties approved by the SETA.

  • Termination of Learners: Must be approved by the SETA

with consent from all parties.

  • Expired contracts: Request extension from the SETA a

month before the contract expires.

  • Workplace approval: Required for companies training on

Trade Qualifications.

  • SETAs responsible for workplace approval. Workplace

approval from another SETA for a relevant Trade accepted.

Topical National Issues

  • “Workplace Based Learning Programmes Agreement

Regulations” were put on public comment and will replace the Learnership Regulations.

  • National Artisan Development Strategy in the process of

approval by DHET.

  • New National Skills Development Plan in approval stages.
  • New SETA Landscape Public Hearings to be conducted by

the National Skills Authority commencing soon.

  • New SETA Landscape document proposes for the MQA to

remain a stand alone SETA.

  • Amendments to Section 12 (H) of the Income Tax Act

(accompanying this presentation).
