by the deadline, February 15, 2013, to the Florida Division of Emergency Management.

• A majority of applications have

gone through the state review process and have been submitted to FEMA for the review process.

Program Administration by States

The goal of the Act is to establish efficiencies in federal disaster recovery programs that will expedite the Hurricane Sandy recovery process and future disaster recovery nationwide, and to reduce costs. Provides FEMA with the authority to implement the provisions of Program Administration by States (PAS) (Section 404(c)) of the Stafford Act) as a pilot program prior to the development of notice and comment rulemaking.

– Participate in risk identification process for existing buildings – Participate in meetings to foster an understanding

& planning new buildings

• What?

– Produce guidebook to help state agencies evaluate flood risk at individual facilities & develop options for mitigation measures – Hold 2 workshops to demonstrate use of guidebook at flood-prone state facilities – Produce summary report of workshops – Conduct detailed structural evaluation of up to 3 state buildings in flood hazard areas and produce a report for guidebook on each building identifying vulnerabilities and possible mitigation options – Prepare interim amendment to SHMP

• Why?

– Agencies can factor flood risk into emergency response plans (COOP, mitigation, evacuation, etc.) – Supports SHMP goals & objectives – Will increase the accuracy of the state plan’s risk & vulnerability assessment

– Funded by FEMA through a HMGP planning grant under 2009’s severe storms, flooding, tornadoes and straight-line winds disaster (DR-1831) – Grant was originally intended for other purposes but did not get implemented by the state – Scope of work was changed by state and approved by FEMA, April 2013
