• You always want to report your results in a

timely manner.

• Unexpected delays can cause public concern

and keep you at the office longer on an already long day.

• One simple way to get finished faster is to

start earlier.

What are Your Options?

• 1. Begin processing and tabulating all Absentee

Votes at the close of polls.

• 2. Start cutting the yellow oath envelopes

before the close of polls.

• 3. Start (and possibly finish) processing and

scanning absentee ballots prior to the close

• f polls.

What can I not do?

• Do not remove the privacy envelope from the

yellow oath envelope unless tabulating early.

• Do not close the polls on the ICP Scanner(s) or

validate and publish results off of the Central Scanner until after the polls close.

Option 1 Begin at the Close of Polls

• At the close of polls:

– All processing and tabulation of absentee ballots will happen after the polls close.

Option 2 Open Envelopes Early

• Before the close of polls

– Go as far as slitting the yellow oath envelope

• pen, but do not remove the white privacy

envelope.

• After 7:00 PM

– Do everything else

Option 3 Tabulate Early

• Before 7:00 PM

– Open yellow oath envelopes and white privacy envelopes. – Organize ballots into batches. – Scan and accept each batch.

• After 7:00 PM

– Validate and Publish the results on the RTR

Absentee Tabulation Process

Poll workers are sworn

• in. Ballots are

transferred from the registrar in yellow oath envelopes. Poll Workers should count the yellow oath envelopes verify the count. The poll workers will

• pen the yellow oath

envelope in a manner that preserves the oath. The poll workers will then removed the white privacy envelopes from the yellow oath envelopes.

Absentee Tabulation Process

If the poll workers find a ballot that is not sealed in a white privacy envelope, they will seal it in one. Then they will initial and date the envelope and place it with the other white privacy envelopes. Poll workers will then slit open the white privacy envelopes and remove the ballots. The ballots should be organized into stacks of twenty.

Absentee Process on Central Scanner

Each stack of twenty 20 is a batch. Scan each

• ne and accept it on the

central scanner. If a ballot cannot be read you will remove it from the scanner and then scan the remaining ballots. Duplicate the ballots that could not be

• scanned. Scan them as

their own batch(es). Validate and publish the results on the RTR System.

Absentee Process on ICP Scanner

Check the seals on each ICP Scanner used during Advance Voting. Plug them in to turn them

boot up process. Use an iButton to open the polls on the scanners. Use the iButton to close the polls on the scanners. This will generate your results reports. Turn off the scanners, then remove poll worker memory card to transfer results to RTR.

Publication

• In order to tabulate early, you must publish a

notice in your legal organ and place it in your

• ffice at least one week before election day.
• You must also notify your liaison on the

proper form at least one week prior to Election Day. You can find the form on Firefly.

Sequestration

• Anyone involved with the the early tabulation

process except the Election Superintendent, the Election Superintendent’s staff, and technical support personnel must be

• sequestered. This includes:

– Poll Workers and/or Absentee Ballot Clerks – Vote Review Panels – Monitors

Sequestration

• These individuals must remain sequestered

until the close of polls – they cannot leave even when they finish early.

• Being sequestered means no communication

with the outside world in any way, which includes the internet. No phones are allowed during sequestration.

• Hiring a bailiff is an easy way to

comply with this requirement.
