  5. ELIGIBILITY CRITERIA FOR APPLYING TO JJWBGSP PARTNER SCHOLARSHIP  Be a national of a World Bank member country eligible to borrow.  Not be a dual citizen of any developed country. Hold a Bachelor’s degree (or equivalent university degree) earned at least three years before the application  deadline  Have at least 3 years of development- related experience since earning a Bachelor’s and within the past six years from the date of the Application Deadline.  Have been short- listed by one of the JJ/WBGSP partner master’s programs listed on the JJ/WBGSP website  Be in good health as certified by a medical doctor less than 3 months before the start of the master’s program.  Not received any scholarship funding to earn a Graduate degree or its equivalent from any other sources funded by the government of Japan.  Not be an Executive Director, his/her alternate, and/or staff of all types of appointments of the World Bank Group or close relative Program Overview 4

JJWBGSP SCHOLARSHIP BENEFITS  Economy class air travel between your home country and the host university at the start of your study program and immediately following the end of the scholarship period. In addition to the two-way air travel, scholars will receive a US $500 travel allowance for each trip;  Tuition for your graduate program and the cost of basic medical insurance usually obtained through the university.  A monthly subsistence allowance to cover living expenses, including books. The amount of the allowance varies depending on the host country. Program Overview 5

PROGRAM STRUCTURE YNU`s Public Policy and Taxation (PPT) Program is a two- year program wherein the students receive a Master`s degree in Economics and also complete a 10 month practicum at Japan`s National Tax Agency. Yokohama is the second largest metropolis in Japan, and only 30 minutes from Tokyo. We accept 5 students each year, who are admitted in the Autumn semester (late Sept). In addition to coursework, all students must complete a master’s thesis. There are also ‘Special Topics Lectures’ by visiting academics and policy practitioners throughout the year. We also have several excursions to local government offices, factory tours and World Heritage sites.

  11. STUDENT PROFILE This Master`s program is geared for those mid-career government Tax Officers from so- called ‘Borrowing’ Countries, who will return to their positions after graduation. Like all World Bank programs, we have a diverse groups of women and men from around the globe. Each year we admit 5 new students who stay for two years. As such, each year the previous cohort (2nd year students) can help the new cohort adjust to life in Japan.

  14. National Graduate Institute for Policy Studies (GRIPS) Public Finance Program, Tax Course

PROGRAM STRUCTURE  Objective and Eligibility: • Provide students with the conceptual understanding and technical competence to become leaders in the area of taxation. • Government tax officials from developing countries with at least 3-years of working experience in the field. English proficiency. No more age limit!  Duration: 1 year and 1 month (1 st week of September to mid-September) • • Public Finance Program has Tax Course (5 JJ/WBGSP students/yr) and Customs Course (10 students/yr).  Curriculum: • Academic segment: Economics oriented (microeconomics, macroeconomics, econometrics, public finance). Also offers interdisciplinary courses (political science, accounting, public administration, law, engineering, etc.). • Practicum segment: provided by National Tax College, a training institute for Japan’s tax officials (Japanese tax system/law, tax administration, HR management, tax examination, international tax treaty, visit to regional tax offices, etc.) • Strong support for academic writing (Center for Professional Communication). • Write a “policy paper” (thesis) under the close supervision of a faculty member. • Offers Japanese Language course (non-credit).

STUDENT PROFILE & LIFE AT GRIPS  Student profile: • Since 1997, 91 JJ/WBGSP scholars have graduated. • From 28 countries, 34% women. • More than 80% still working in tax-related government agencies, becoming leaders in the area of taxation. • GRIPS as a whole has 400 masters and Ph.D students, 66% of which are from outside of Japan.  Variety of courses offered and strong faculty: • More than 200 courses offered entirely in English ranging from economics, political science, public administration, international relations, law, engineering, and others in the field of policy studies. • Faculty are14% non-Japanese, 48% overseas trained.  Strong student support: • Comprehensive services to support daily lives of foreign students. • Lots of social events and opportunities to build good network, to get to know Japanese culture.  Active alumni network: • Over 4200 alumni are actively shaping policy across 110 countries around the world.  Location: • Roppongi, one of the most vibrant and trendy area in the heart of Tokyo.
