- 1. Establishment of oil spill combating materials stockpile in Southeast Asia
(1) OSPAR Program (Co-Operative Project on Oil Spill Preparedness and Response in Asia) Japanese NGO, Nippon Foundation and Japanese Shipowners Association have built stockpile bases In Southeast Asia at the initiative of Ministry of Transport, Japanese government from 1990-1996. Base: 11 places in SE Asia Materials: Oil boom, Skimmers, Dispersant, etc. Budget: 10 billion Japanese Yen (1,000 Billion US$) (2) Overseas stockpiling base retained by Petroleum Association of JAPAN (PAJ)
