We need to ensure that we secure and maintain high quality learning opportunities for all children and young people across the County

School Organisation Policy 2010 & 2015 refresh

  • Secondary provision be planned to work towards

the following models :

  • Aim for at least four form entry, providing 600 11-16

pupil places

  • Review post-16 provision where the number of pupils

falls below 150 for three years in succession

Why Are We Proposing Change?

Unfilled places

  • Wales Audit Office (WAO) advice and the Welsh

Government (WG) target - maximum 10%

  • 36% unfilled pupil places at John Summers High

School (Sept 2014) rising to 43% in Sept 2016

  • 2113 unfilled pupil places (18%) in the secondary

sector and rising

  • John Summers High School is projected to have 305

11-16 pupils by Sept 2015

  • There will be an approximate total of 568 unfilled places

in other local Secondary schools by Sept 2016

Why Are We Proposing Change?

Diminishing Resources:

  • Insufficient current and projected pupil numbers to

sustain secondary provision at John Summer High School

  • With budgets reducing annually on-going concern that

the Governors would find it ever more difficult to meet the full requirements of the National Curriculum and the Learning and Skills Measure, and provide all appropriate support for learners

  • Rising Pupil teacher ratios to unsustainable levels in

future years

Suitable Buildings

  • Significant issues, with Suitability and Condition, DDA

access

  • Significant Capital investment required to make the

building fit for purpose

  • The Council is unable to form a successful capital

business case to Welsh Government for external capital investment

  • The Council’s own capital investment would not be

possible for the same reasons

  • Consultation report to Special Cabinet late July 2015.
  • Next consultation period – Statutory Notice – Autumn

2015

  • Objection Report to Welsh Minister mid October 2015
  • Ministerial Determination anticipated by February 2016
