EU spectrum update: RSC 5th/6th December
Harmonisation Decisions 5G Decisions
- 3.4 – 3.8GHz – Voting on Draft EC Decision – amending previous decision to reflect the future
use of these bands for next-generation (5G) based on the output from CEPT
- 26GHz – EC seeking to arrive at a stable draft text. We are keen for a Decision open enough
to accommodate both individual rights of use and general authorisations, which are likely to be needed for small cell deployment.
- UWB - First draft of Commission Decision allowing the use of the radio spectrum for
equipment using ultra-wideband technology (4th amendment) Other Items
- Drones - Commission paper on spectrum needs for Unmanned Aircraft Systems in the EU

ITU: Plenipotentiary Conference 2018 (PP18)

IPP18 (Dubai, 19 October – 16 November)
- Overarching policy-making body of the ITU, covering elections and the four year strategic direction
- f the three sectors: ITU-R (Radiocommunication/spectrum), ITU-T (Telecoms Standardisation), and
ITU-D (Telecoms Development)
- Ofcom part of UK delegation of c. 50 people, including DCMS, FCO, stakeholders/civil society
- Successful re-election of Malcolm Johnson as Deputy Secretary General
- Main policy discussion were around online, and the scope of the ITU:
- Cyber-security
- Internet governance
- IoT, Big Data
- OTT
- AI
- UK secured a range of successful outcomes on these, managing to limit the scope of ITU work so
that it excluded roles for international policy, regulatory guidance or governance, or in some cases preventing a new resolution that would have given a mandate.
- Looking to closer work with HMG on online regulation issues internationally
