IPP18 (Dubai, 19 October – 16 November)

  • Overarching policy-making body of the ITU, covering elections and the four year strategic direction
  • f the three sectors: ITU-R (Radiocommunication/spectrum), ITU-T (Telecoms Standardisation), and

ITU-D (Telecoms Development)

  • Ofcom part of UK delegation of c. 50 people, including DCMS, FCO, stakeholders/civil society
  • Successful re-election of Malcolm Johnson as Deputy Secretary General
  • Main policy discussion were around online, and the scope of the ITU:
  • Cyber-security
  • Internet governance
  • IoT, Big Data
  • OTT
  • AI
  • UK secured a range of successful outcomes on these, managing to limit the scope of ITU work so

that it excluded roles for international policy, regulatory guidance or governance, or in some cases preventing a new resolution that would have given a mandate.

  • Looking to closer work with HMG on online regulation issues internationally
