BEREC Work Programme 2019 Work Programme • BEREC 2019 Work Programme to cover 18-month period • Main part of WP is about preparing guidelines as set out in EECC, for example: • Co-investment (Article 76) • VHCN (Articles 1, 3, 22, 61, 73, 74, 76, 79, 82, 105) • Concentration Point (Article 61) • Application of Geographical Surveys (Article 22) • Election of Chair 2020 and Vice-Chairs for 2019 to take place at Plenary 4 next week • New Co-chairs of EWGs will also be appointed next week for two-year tenure • Post-plenary public debriefing on 12 December in Brussels. EU spectrum update: RSC 5 th /6 th December Harmonisation Decisions 5G Decisions • 3.4 – 3.8GHz – Voting on Draft EC Decision – amending previous decision to reflect the future use of these bands for next-generation (5G) based on the output from CEPT • 26GHz – EC seeking to arrive at a stable draft text. ITU: Plenipotentiary Conference 2018 (PP18) PROMOTING CHOICE • SECURING STANDARDS • PREVENTING HARM 17

IPP18 (Dubai, 19 October – 16 November) • Overarching policy-making body of the ITU, covering elections and the four year strategic direction of the three sectors: ITU-R (Radiocommunication/spectrum), ITU-T (Telecoms Standardisation), and ITU-D (Telecoms Development) • Ofcom part of UK delegation of c. 50 people, including DCMS, FCO, stakeholders/civil society • Successful re-election of Malcolm Johnson as Deputy Secretary General • Main policy discussion were around online, and the scope of the ITU: • Cyber-security • Internet governance • IoT, Big Data • OTT • AI • UK secured a range of successful outcomes on these, managing to limit the scope of ITU work so that it excluded roles for international policy, regulatory guidance or governance, or in some cases preventing a new resolution that would have given a mandate. • Looking to closer work with HMG on online regulation issues internationally PROMOTING CHOICE • SECURING STANDARDS • PREVENTING HARM 18
