Partnership proposed for Phase 1 should comprise up to 7 to 10 cities: 1 Lead Partner + 6 to 9 network Partners Partnerships shall respect the following rules:

 The partnership may include 2 “non-city partners” maximum (as defined under section 2.2);  A beneficiary (city and non-city partners) may not be partner in more than two approved Action Planning Networks at a time;  A city can be Lead Partner of one Action Planning Network only;  Non-written rule: North-South & East-West geographical coverage and balance

A balance of cities from EU regions is necessary as follows:

a minimum of 3 cities from Less Developed regions where the total number of partner cities is 7;

a minimum of 4 cities from Less Developed regions where the total number of partner cities is 8 to 9 partners.

a minimum of 5 cities from Less Developed regions where the total number of partner cities is 10 partners.

The total maximum budget of an Action Planning Network will be up to EUR 750 000 (Phases 1 and 2) The total eligible cost for Phase 1 of an Action Planning Network is a maximum of EUR 150 000.

Phase 1 – the Lead expert (40 days)

Supports the network with all Phase 1 activities (notably the Baseline Study)

 Network proposal must suggest 3 Lead experts

> At least one of the three proposed Lead expert should be female! > All experts need to sign the letter of intent (template in ToR). Start the search process early.

 Only validated URBACT Lead experts can be proposed as experts in

phase 1

 Assessment panel will make recommendations for appointing the

“right” expert for phase 1

Phase 2 – Lead Expert and Ad hoc Experts (130 days):

Eligible Beneficiaries – no change from previous calls (city partners now including agencies and non-city partners as defined in the URBACT programme documents) Thematic Coverage – no change all 10 Thematic Objectives are

Network Duration – no change to proposed duration of 6 months plus 24 months in Phase 2. Call 1 beneficiaries considered this duration to be correct. Budget – no change maximum budget 750.000€ Activities – CHANGE a possibility to undertake small scale actions from the Integrated Action Plan during Phase 2. Lesson from APN call 1 where this was done in some projects with positive results. Expertise – CHANGE three experts will be proposed in the Phase 1 applications form using the model already tested in Transfer

  • Networks. This model will be improved by adding an interview with

the expert recommended by the EAP. Expertise – CHANGE minimum of one female expert to be proposed. Expertise – CHANGE evaluation of the experts work between Phase 1 and Phase 2

To submit a network proposal, applicants shall complete two steps: Complete and submit their Phase 1 Application through Synergie-CTE in English. Only applications submitted using Synergie-CTE will be accepted.

Detailed information on how to create and submit a Phase 1 Application through the online system Synergie-CTE is provided in the Practical guide to SYNERGIE application. The deadline for the online submission of the Phase 1 Applications is 17 April 2019, 15.00 CET.
