National Facilitation Program/Committee

  • Kenya has a well established National Facilitation

Programme and the National FAL committee legalized through a Gazette Notice

Objectives of NFP

  • Ensure coordination of all entities involved in

facilitation and promote the growth of a viable air transport industry

  • Eliminate unnecessary obstacles and delays at

international airports in the country

  • Ensure controls and security procedures cause minimal

delays among others

National Air Transport Facilitation Committee (NFALC)

The mandate of this Committee is to implement and manage the provisions

  • f

the Programme and provide a forum for consultation amongst the stakeholders. The Committee meetings are convened and chaired by the Ministry of Transport on a quarterly basis. .

AIRPORT FACILITATION PROGRAMME/COMMITTEE

  • The Airport Facilitation Programme/Committees

are established at every international airport that have relevant agencies coordinating civil aviation.

Airport FAL Committee Cont…

  • The Airport Facilitation Committees are

represented by same membership as the National committee but on operational level and report to the National Facilitation Committee

  • The committee deals with operational matters

and escalates issues that require more attention to NFALC.

  • Meetings are chaired by the Airport manager and

are held on a monthly basis

EAC Consultative Meeting on FAL issues

– Comprises of the five member states of the EAC (Burundi, Kenya, Rwanda, Tanzania & Uganda) – Membership is drawn from the NFALCs of each state as well the EAC Secretariat

Purpose of EAC Consultative FAL

  • Sharing of information on FAL issues within the region

and exploring ways of addressing them

  • Informing stakeholders of relevant developments at

both EAC level and global level

  • Visit airports in the Region to check on compliance with

Annex 9 SARPs and recommend improvements

  • The forum is bi-annual on rotational basis among the 5

states

 Stakeholder priority and overlapping interests  Lack of participation from all concerned agencies  Implementation and coordination of relevant legislation is complex  Lack of awareness on provisions of Facilitation Annex 9 by some stakeholders

  • Participation in committee meetings in the National

level and EAC level is faced by budgetary issues.

  • Staff turnover in key government agencies create

gaps in terms of continuity hence slowing down the implementation of key objectives

  • Increasing passenger traffic raises greater demands
  • n the scarce resources i.e. limited facilities and

personnel

  • Security takes precedence as opposed to facilitation

which is equally core to customer experience among many others

Way forward

  • Initiate Facilitation trainings and develop instructors
  • Encourage off airport processing which reduces

bottlenecks and congestion in airports

  • Expand Airport infrastructure and improve airport-

city links

  • Improve airport facilities for passenger convenience
