Things to Consider It’s ILLEGAL to stop on the tracks Why would anyone stop on the tracks? “Bad drivers stop on the tracks” People always want to beat the train

So, why didn’t these people get off the tracks? Were they intentionally stopped on the tracks Or Was the preemption system designed properly to give them an opportunity to clear the tracks before the train arrived?

slide-8
SLIDE 8

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 8 ]

The issue seems simple enough. What’s the big deal? Is “stopped on the tracks” just an indicator? Is there a link between crossings with multiple crashes and adjacent intersections? Carolyn will tell you more about this in a few minutes.

FRA Safety Advisory regarding Preemption Issued October 1, 2010 to States, Local Highway Authorities and Railroads

slide-112
SLIDE 112

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 112 ]

The FRA Safety Advisory: FRA is issuing Safety Advisory 2010–02 to address Safety Recommendations I–96–10 and I–96–11, issued by the National Transportation Safety Board (NTSB) that relate to railroad and highway signal recording devices at highway‐rail grade crossings equipped with active warning systems that are interconnected with highway traffic signal those inspections.

slide-113
SLIDE 113

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 113 ]

This safety advisory also recommends that States, local highway authorities, and railroads conduct comprehensive periodic joint inspections of highway traffic signal pre‐emption interconnections and use information obtained from any railroad and highway traffic signal recording devices during those inspections.

slide-114
SLIDE 114

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 114 ]

Why did they do this? Remember Fox River Grove? October 25, 1995 What has your agency done since then? Did you follow the NTSB recommendations?

slide-115
SLIDE 115

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 115 ]

Most agencies did very little or nothing at all. Crash analysis reveals numerous incidents annually resulting from preemption problems You can rest assured you will see the safety advisory again. What can you say that you did?

slide-116
SLIDE 116

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 116 ]

(1) Each State and local highway authority and railroad should conduct comprehensive joint inspections of highway traffic signal pre‐emption interconnections when the highway‐rail grade crossing active warning system is placed in service, whenever any portion of the system which may affect the proper function of the interconnection is modified or disarranged, and at least

  • nce every 12 months, during which observation of the

actual pre‐emption function and its effect on the highway traffic signal system can be made;

slide-117
SLIDE 117

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 117 ]

(2) Each State and local highway authority and railroad should install railroad and highway traffic signal recording devices at all new and improved highway‐rail grade crossings that have active warning systems which are interconnected with highway traffic signal systems;

slide-118
SLIDE 118

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 118 ]

(3) Each State and local highway authority and railroad should maintain and upgrade existing railroad and highway traffic signal recording devices at highway‐rail grade crossings that have active warning systems which are interconnected with highway traffic signal systems; and

slide-119
SLIDE 119

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 119 ]

(4) Each State and local highway authority and railroad should use the data provided by railroad and highway traffic signal recording devices during their comprehensive periodic joint inspections of interconnected highway‐rail grade crossing active warning systems and highway traffic signal systems to determine whether further investigation of any recorded operational anomalies may be warranted.

slide-120
SLIDE 120

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 120 ]

  • The need to collect data regarding preemption has

been seen in numerous incidents.

  • The system must be able to store data from two

distinctly systems.

  • Once collected, the data should be analyzed to

determine if the preemption if operating correctly.

  • The system should have data redundancy in the

event a unit is destroyed in an incident.

SLIDE 125

[ 125 ]

The FRA Technical Bulletin S‐12‐01 Pre‐emption interconnections are intended to prevent entrapment of highway traffic on a crossing by changing the sequence of the highway traffic signal to allow highway vehicles to exit the crossing prior to the arrival

  • f an approaching train.
slide-126
SLIDE 126

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 126 ]

The FRA Technical Bulletin S‐12‐01 Pre‐emption interconnections can also prevent conflicting visual traffic control messages from being provided to highway users by highway traffic signals and nearby grade crossing warning systems. The proper functioning of these interconnections is essential to the

  • verall warning provided at a highway‐rail grade

crossing.

slide-127
SLIDE 127

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 127 ]

The FRA Technical Bulletin S‐12‐01 Federal Railroad Administration (FRA) accident data indicates that inappropriately designed or wholly nonfunctioning pre‐emption interconnections have contributed to a number of severe highway‐rail grade crossing collisions.

slide-128
SLIDE 128

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 128 ]

The FRA Technical Bulletin S‐12‐01 With all of the progress that has been made, FRA accident data analyzed in recent years continues to show a significant increase in collisions at highway‐rail grade crossings where pre‐emption is in place.

slide-129
SLIDE 129

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 129 ]

The FRA Technical Bulletin S‐12‐01 This is of particular concern to FRA because the design and operation of pre‐emption interconnections, from a traffic signal perspective, are outside the scope of the railroad's direct responsibility.

slide-130
SLIDE 130

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 130 ]

The FRA Technical Bulletin S‐12‐01 Yet, the safety of the railroad, its employees, and the public are directly impacted by these systems and their failure to provide sufficient time to permit a vehicle to clear the path of an approaching train.

slide-131
SLIDE 131

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 131 ]

The FRA Technical Bulletin S‐12‐01 Despite the fact that FRA regulations governing the

  • peration of pre‐emption interconnections are limited

in scope to the railroad's portion of the circuitry, it is vital to have a clear understanding of our safety inspection role‐related to pre‐emption operation‐in

  • rder to facilitate the overall proper functioning of the

system for the benefit of the traveling public.

slide-132
SLIDE 132

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 132 ]

The FRA Technical Bulletin S‐12‐01 FRA inspectors should encourage railroads to take a proactive role in the analysis, design, and operation of pre‐emption systems by partnering with the applicable public agencies

slide-133
SLIDE 133

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 133 ]

The FRA Technical Bulletin S‐12‐01 During all "routine" highway‐rail grade crossing warning system inspections, an inspector must determine whether the location is equipped, or intended to be equipped, with an operational highway traffic signal pre‐emption interconnection.

slide-134
SLIDE 134

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 134 ]

The FRA Technical Bulletin S‐12‐01 The inspector must review the circuit plan in order to

  • btain the designed connection and operation of the

interconnection.

slide-135
SLIDE 135

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 135 ]

The FRA Technical Bulletin S‐12‐01 The inspector must also observe the physical location to verify that the interconnection is in place and the train detection device (or equivalent) is programmed or equipped to provide the appropriate designed pre‐ emption function.

slide-136
SLIDE 136

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 136 ]

The FRA Technical Bulletin S‐12‐01 While performing operational testing of the highway‐ rail grade crossing warning system, the inspector should closely observe the operation of the highway traffic signal.

slide-137
SLIDE 137

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 137 ]

The FRA Technical Bulletin S‐12‐01 During this observation, the inspector should determine that the pre‐emption interconnection actually initiates the traffic signal cycle versus a coincident normal cycle activation that could be mistaken for pre‐emption.

slide-138
SLIDE 138

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 138 ]

The FRA Technical Bulletin S‐12‐01 In the event that a highway traffic signal pre‐emption interconnection is found to be inoperative, malfunctioning, defective, or not operating as designed due to a fault within the railroad's responsibility, …

slide-139
SLIDE 139

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 139 ]

The FRA Technical Bulletin S‐12‐01 the inspector must note the defective condition on the inspection report (see Title 49 Code of Federal Regulations (CFR) Section 234.207) and inform the railroad of the necessity to correct the defective condition and return the highway traffic signal pre‐ emption interconnection to proper operation without undue delay.

slide-140
SLIDE 140

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 140 ]

The FRA Technical Bulletin S‐12‐01 Anytime a highway traffic signal pre‐emption interconnection is found to be inoperative, malfunctioning, defective, or not operating as designed due to a non‐railroad‐related failure (i.e., something on the highway traffic control side), the inspector must immediately contact the Federal Highway Administration (FHWA) and/or State Department of Transportation (SDOT)‐designated person.

slide-141
SLIDE 141

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 141 ]

The FRA Technical Bulletin S‐12‐01 Anytime an FHWA/SDOT person is contacted to report a faulty highway traffic signal pre‐emption interconnection, the inspector should record on the associated inspection report, as a comment, the FHWA/SDOT contact's name, call date and time, the DOT crossing number, and a short description of the defective condition reported.

slide-142
SLIDE 142

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 142 ]

The FRA Technical Bulletin S‐12‐01 In the rare case that an inspection report is not completed but a defective condition is observed, an email notice (or some other documentation containing the prescribed information) must be prepared on the day the defective condition is observed.

slide-143
SLIDE 143

2013 National Highway-Rail Grade Crossing Safety Training Conference

[ 143 ]

The FRA Technical Bulletin S‐12‐01 In addition, necessary follow up should occur such that assurance is gained that action will be taken to restore the interconnection to proper functioning.
