5S1 Placement (N158, N169) Federal Definition

Numerator:

Number of CTE concentrators who completed a secondary CTE program, attained a high school diploma and left secondary education in the reporting year and were placed in postsecondary education or advanced training, in military service, or employment in the second quarter following the program year in which they left secondary education

Denominator:

Number of CTE concentrators who completed a secondary CTE program, obtained a high school diploma and left secondary education during the reporting year Count of CTE seniors with diploma and were in college, advanced training, military and self-employed.

Extract student’s full name, birthday and submit to the National Student Clearinghouse (NSC). NSC relies instead on name and date matching of birth matching instead of SS#. Secondly, extract student SS# from SIS. Submit SS# to MDOL for the workforce placement data. MDOL can only provide matches using SS#, so that limits the CTE return potential. The MDOL match will also provide number of students who entered military, and the current self-employment rate. Because CTE cannot get 100% matches on this student data without SS#, MDOE-CTE extrapolates the data which is not an exact measure. With the values from NSC and MDOL, CTE applies those percentages to each school’s student population, disaggregated by required reporting categories. For example: NSC returns records for 50% of the students you were seeking. Out of that 50%, 50% are enrolled in postsecondary educational institutions. Now you can surmise that half of the students who graduated from CTE enrolled in PS education. You apply that 50% figure to all graduates at all schools. The same process is used for MDOL data. Since students can only be counted once, manual modifications could be required. Throughout this extrapolation process, it is possible to have a total percentage of more than 100%, which isn’t allowable. If this happens, external adjustment processes (sample size, historical data support) to allow a total value of 100% or less. Also in the CAR report, CTE includes details explaining the lack of complete accuracy for this indicator and explain the current method.
