BSHA Overview • Incorporated in 1998 – Originally established by Perry Homes (builder of our homes) – Became homeowner controlled in 2003 • 165 Townhomes – 13 townhome communities (grouped townhomes) – 10 gated, 3 without gates • Common Assets Maintained – Landscaping, iron & wood fences, drive gates, irrigation, some grouped residential water lines – Common driveways, storm drains, & ROW • Registered, with statutes & guidelines 8

Was an active year….. • New low-light landscaping installed along Austin • As our units and our common infrastructure gets older, more things are breaking more often! • Irrigation water leak management • Residential service water leak management • Electrical service box replacement • Mail station / mailboxes replacement • Fence repairs • Landscape contract expired • Bids solicited. New contract signed • Spending (expense) management 10

  11. 2018 Financial Summary • Income rec’d is on budget • Only 2 properties outstanding for 2018 – 163 of 165 collected – Active legal collection actions are in progress against delinquent accounts • Expenses are projected to over budget – $17,000 over spend • Landscaping: $12,000 over budget • unexpected 65% increase in new landscape contract @ midyear • Residential water: $5,000 over budget 11

  14. 2019 BSHA Board Goals • Winter / dormant season landscaping – Replace various large dead crepe myrtles between sidewalk and curb • Will approach MMD for funding / co-funding – Consider commissioning arbor / landscaping specialist report • Capital reserves – Consider detailed HOA asset inventory study • To know if capital reserves are over/under funded • Maintenance catch-up – Primarily fences, but also entry/exit gates 14

  15. 2019 Budget – …..Major Challenges • Landscaping costs – Up ~$24,000 year-on-year • Results from new competitive bid contract • Restore steel fence / wood fence maintenance program – Add back in 2019 - $11,250 / year • 2017 Board elected to drop iron fence maintenance in 2018, taking fence maintenance funds & more to pay for Austin ground cover project (~$22,000) • Restore mature tree care program – Add back in 2019 - $3,000 / year 15

BSHA Assessment Methodology • Apply a very simple principal “pay for what you have” 1) All equal / true common costs distributed equally by townhome 2) Community-specific amenity costs distributed by amenity amount / size Base costs common to all - split by 165 (Property management, trash, insurance, legal, collections, etc.) + Gates & Electricity by gate (17 gates total divided by number of gates in each community) + Wood Fence by fence length (assessed as % of total wood fence length in each community) + Metal Fence by fence length (assessed as % of total metal fence length in the community) + Landscaping by land area (assessed as % of the total common land area in each community) Landscaping maintenance by land area assessed as % of the total common area in each community) + Residential Water by property (metered by property) + Irrigation Water by property (metered by property) = Total Assessment 18
