Why Refer People to the Program?
It’s a way to help people at home who :
- don’t qualify for Medicaid.
- have lost OPI hours due to budget cuts.
- have a worker they pay privately, but worry about workers’
compensation coverage and withholding and reporting payroll taxes.
- want more in-home options.
Send them our way and we will do the rest.

What’s Different? Homecare Choice Program
- Participant completes a self-
assessment and service plan, decides what services he or she wants, and how many hours to purchase. Eligibility is not based on how much help someone needs.
- Additional services available: pet care;
companionship; running errands.
- The fiscal intermediary (PPL) issues
electronic timesheets, processes and issues payments, and sends out W-2.
Medicaid/OPI
- Case manager completes an assessment,
creates a service plan, and determines how many hours per month an individual is eligible for. Eligibility is based on how much help someone needs.
- Pet care, companionship, and running
non-service related errands not available.
- Local offices issues and pay vouchers.
Central office issues payment and sends W-2. 6
Why Enroll?
Participants
- They choose the caregivers they want
to hire.
- Safer option than hiring directly from
Craigslist or other websites.
- All providers have passed a
background check.
- Providers have access to on-going
training.
- All the legal requirements of being a
household employer are met by using the fiscal intermediary.
- Providers are covered under workers’
compensation.
- Most of the cost they pay goes to the
provider.
Providers
- They can pick up extra hours of work
(*hours are not combined with Medicaid/OPI).
- They are covered under workers’
compensation.
- They are guaranteed $14 per hour.
- Their taxes are withheld and reported.
- They use an online time capture
system they can access 24/7 and can see the status of their timecard and payment anytime.
- They can provide services they can’t
under Medicaid/OPI (pet care; companionship; social outings). 7
How Does a Participant Enroll in the Program? To enroll, a person must:
8 Complete an employer pre- screening on the Registry Complete a self- assessment on the Registry Develop a service plan based on his or her self-assessment Find and hire a provider from the Registry Pay the Commission in advance for services: $22.12 per hour Complete all required paperwork for the fiscal intermediary
How Does a Provider Enroll in the Program? To enroll, a person must:
