Principle 1
Plan for sea level rise, allow “room for water” Urban
development orientation based on:
- flood risk
- soil and water system
- New residential areas towards NW and East
- Create urban density
- Connect city centre and industrial/harbour
zones with ring road and public transport
- New industrial/harbour zones towards the
sea
Principle 2
Stepwise approach to flooding
- Flood projection on district level; ring dikes
- Room for the river; city scale flood protection
with river dikes providing sufficient space for flooding
- Sluices in the river mouths
- New urban developments are waterproof
- In flood prone areas elevated housing
- New elevated harbour developments
Principle 3: Redesign the drainage system and develop rainwater
storage system
- Review the drainage and water storage standards
- Develop and implement regulation for these standards
- Improve the wastewater and rainwater drainage system
- Develop rainwater storage system
