HB 3472: Pay It Forward  HECC to consider the creation of pilot program “Pay Forward, Pay Back”  Pilot program would:  Replace current system of tuition and fees charged to students  Identify one or more public institutions to participate  If HECC determines pilot is warranted, submit pilot program proposal to 2015 Legislative Assembly for consideration.

  3. PIF Workgroup Membership  HECC Commissioners  The original Capstone Project students  Community Representation  Institution Financial Aid Officers  Experts from Treasury and OSAC  Local and Regional College Affordability Researchers

  4. Increasing Interest  Nationally  Bills in both the US House and Senate  19 states are looking at PIF models  Locally  High school students  Nonprofit organizations  Parents

  5. PIF Workgroup’s Approach  Founding Principles grounded in:  Students Avoiding undue burdens Voluntary participation Student-friendly  State’s Role Should not replace public contributions

  6. Approach (continued)  Pilot design:  Remove barriers to access  Cautious regarding participation duration  Learn from others who are embarking on PIF efforts  Eligibility definitions  Scalable & universal  Flexible yet not creating “administrative nightmare”

  7. Next Steps  Identify potential initial PIF fund sources  Refine and finalize program recommendations  Clarify legality of participant payment options  Refine data collection process and outputs

  8. HB 3472: Tuition Freeze Report  HECC to conduct study of successful implementation of Tuition Freeze at public universities  Include an analysis of:  WOU Tuition Promise  Florida’s Finish in Four proposal  Mitigation of financial strain
