HUD CDBG-DR Program HUD CDBG-DR Program Community Development Block Grant – Disaster Recovery Community Development Block Grant – Disaster Recovery  Purpose: Provides assistance to unmet needs created by disaster  Funded through supplemental congressional allocation  $140M: 2015 DR Award for Texas  No allocation for 2016 disasters (as of yet)  100% Federal Funds; Can be used as FEMA 25% Match  Administered like FBC’s CDBG program  70% of program must target Low-Moderate Income areas  Most common programs: Buyouts, home elevations, home repairs  Potential timeframe for 2016 disasters:  Congressional Action: December 2016  Funds Available: May-September 2017 Fort Bend County, TX 12

Voluntary Residential Buyout Voluntary Residential Buyout  Typically, Texas ranks this program #1 priority after flood  Properties for inclusion:  Substantially Damaged (SubDam) properties  Buyout cost total less than $276K  Other properties require additional analysis  Homeowner offered pre-flood fair market value  “Fair compensation” is based on real estate appraisal of entire property  Removes resident from hazard area  Staff time will be required Fort Bend County, TX 15
