Kia Ora everybody & let me welcome you to the final wrap up for the 2019- 2020 membership year. Thank you for taking the time to read this report. As I reflect back over the last 12 months who would have guessed a year ago what a challenging & unprecedented time lay ahead for us all, particularly in the last 3 crazy months or so. I really hope you have been lucky enough to enjoy some great rides during the last 12 months & that you intend to join us again for the next year ahead, we are lucky in the mighty Hawkes Bay to have such a fantastic range of riding

  • ptions to choose from.

This has been my seventh year as chairman of your club (still one of the largest of it’s kind in the country) & I am very proud of what we have achieved collectively during that time. Though, it has been another challenging year for this club & its committee in the 12 years I have been involved. In particular, I would like to express our gratitude to Sean Wright, Tim Sandall & the Pan Pac board for all their efforts & support this last year.

With the Pakuratahi Valley block closed (other than for specific events with special permission), half of the Replanted block closed until the Waipunga block is harvested, plus the nearly 2 months that the entire MTB Park was temporarily closed during COVID19 lockdown, it was pleasing to see we still finished the 2019 – 2020 membership year with 2469 members (making it our most successful year yet) plus over 1350 visitor permits sold. Some of our plans to roll out further infrastructure have been put on hold or cancelled & throughout the year our membership base has expressed frustration more than ever with a number of complaints fielded. However, I can assure you these were listened to & addressed as best we were able to within the means available. Like lots of clubs, the percentage of members who volunteer their time, skills & energy is actually very small & if you are one of those folks who contributed in any shape or form, I applaud your actions & thank you on behalf of the club.

Having said that there are plenty of positives: ✓ Another long summer, making awesome riding conditions thru most of the year; ✓ Successful club run events, ie: ➢ HBMTBC shuttle day in Rotorua for HB anniversary (with 221 riders) ➢ NZDH Series held in Pakuratahi, (150 riders) sold out prior to the event ➢ Doug Wisor Memorial Enduro in Mill Block, with over 120 riders ➢ I attended all the above & was impressed by such great club spirit. ✓ Organised social rides with various groups; ✓ HBMTBC being nominated / acknowledged once again at the Hawkes Bay Sports Awards amongst some highly regarded sports organisations; ➢ Long serving (21 years) committee member & club secretary Carl Larsen, being recognised again for his significant contribution to club & park operations. ✓ Youth Development team participating on a national & international level (in particular Charlie Makea), also a number of other young Hawkes Bay riders competing nationally in several MTB disciplines over the last year & we are proud of all their efforts ! ✓ Continued club affiliation with MTBNZ & Cycling NZ; ✓ Club raised funds being donated to local rescue helicopter trust & St John’s Ambulance.

For me personally, I also had many highlights, including – ✓ Taking heaps of kids MTB riding & seeing their individual MTB skills & confidence grow, which is always a privilege to witness / hugely satisfying (my teenage boys & their mates smoke me both up & downhill). ✓ Sharing time in the saddle with many of my friends, family & riding buddies, which is always such a privilege in our amazing park & in other locations around NZ. ✓ Several ongoing & new MTB developments within HB including – ➢ Te Mata Peak purchase of additional land for proposed new tracks, plus ongoing maintenance & upkeep of existing trails; ➢ Waipukurau Gum Forest (more MTB trails planned / built); ➢ Ranui Farm Park ongoing trail network developments; ➢ Taradale Dirt Park additions & ongoing maintenance; ➢ Gisborne trail network developments. So, as the “Hawkes Bay” Mountain Bike Club, we must be open to & support / encourage where we can, new opportunities throughout the region as they arise.

CLUB LEGENDS : As with most voluntary organisations, its success comes down to the combined results of its individual members. I want to take a moment to acknowledge a couple of HBMTBC legends, whose significant contributions have been bloody immense & who will be standing down this year from the committee.

Carl Larsen

Carl has been continually of service to the HBMTBC for 21 years (& has been recognised many times during this time) not only as a phenomenal club secretary with all its administrative duties (we have recently split Carl’s duties into 5 separate divisions), but in many other avenues over the years including: ▪ Track designer & builder of well over 30km of beautifully hand-crafted trails (ie: Ninja; 90% of Pukeora’s 12km + network in Waipukurau; Tinker; Northface; etc); ▪ Exquisite trail map draughting; ▪ Amazing MTB event planning & management; ▪ Consistent top notch e-newsletter creation going out week on week to hundreds of subscribers; ▪ Fundraising.

Tui Makea

Tui & his whanau have given over 5 years of service to your club, particularly in the downhill & youth development scenes regionally / nationally / internationally. ▪ Planned / implemented / managed / operated many hugely successful & profitable nationally renowned downhill events, held on behalf of the HBMTBC; ▪ Run many practice days for the HB downhill community over the years contributing to the development of many local shredders; ▪ Continued & enhanced the legacy of great downhill riding in HB.

Both of these gentlemen have been previous recipients of the club’s prestigious “Merv Cameron participation award“. We will miss you guys, however, on behalf of all those many individuals who have benefitted from your services - thank you, thank you, thank you !

NEW PARK DEVELOPMENT: The Tait & Waipunga Block re-development has been a major focus for over 3 years, but has really kicked into gear within the last year. But this development will come with a very hefty price tag. HBMTBC traditionally generate income from the following 4 main sources:

1) Membership + Permit fees: Approx distribution of – 20% Admin; 10% Savings; 70% Park Maintenance 2) Gaming Trusts: Traditionally been relatively successful with our applications, mostly for new trail building

projects, often just at one trail at a time.

3) Trail Sponsorship + Donations: support from local families & businesses via the Trailblazer fund. This has

been fairly low key this past year due to lack of new trail work, however I would like to thank those who have donated financially to the club, as your contribution is greatly appreciated.

4) Events: downhill, enduro races + shuttle days with any surplus funds going back into the park development fund.

Financially your club is currently still in good shape, with another pleasing finish to our financial year. This has been due to prudent fiscal management of club funds. The overall operating costs have generally risen & then there is the cost of maintaining equipment and the trails. However, the club has been focused on saving hard for the future & we have planned to spend a large quota of these reserves in conjunction with continuing the drive for additional funds via

  • ther potential income streams – towards the rebuild of the Tait & Waipunga Blocks.

The plan is to get back in & redevelop both the Tait & Waipunga blocks as & when we are allowed to after harvesting / planting and once all applicable consents and approvals have been granted. So a succession plan is critical for everybody’s benefit & we have spent a considerable amount of time/energy planning for this new development, (hundreds & hundreds of hours of meetings / consultations / emails / negotiations). Again, as a reality of our partnership with Pan Pac, we need to be mindful

  • f our respective footprint within the forest & respect the needs of their

commercial operation at all times. I regularly get compliments from a variety of visitors & club members about how good the level of riding in our forest is & this is a good indicator that we are continually evolving in the right direction!

FUTURE PLANS: Approximately 3 years ago, we got wind that our time in the Mill, Pakuratahi and Replanted Blocks was very likely to be considerably shorter than what was originally planned. This was mostly due to the health & safety risks posed by our members riding in & around a major thorough-fare used for logging based traffic & activity which had not been considered for originally. This initially was disappointing, especially due to the significant investment (financial & human resource) spent on developing the Mill Block & our future plans for this block. Our access has always been a privilege for which we are grateful for, but it became apparent that things needed to change much sooner, rather than later. (note that we have not built any new trails for the last two years, but just maintained the existing network to a very high standard accordingly). In the interim, we continue to experience great value from our existing trail network within the Mill + Replanted

  • Blocks. Accordingly, behind the scenes your committee has been consulting & planning extensively with the Pan

Pac board, senior management, councils & other key partners for a way forward to meet the needs of all parties. I can assure you that Pan Pac are committed to mountain biking for the long haul.

Based on that, the committee had to look for a sustainable long term solution. We engaged the services

  • f a number of professional consultants who helped pull together initial proposals which went all the way

to the Oji (Pan Pac’s owners) board in Japan, also to councils, funders & beyond. I reported this time last year that we had just signed off on a new Licence to Occupy (LTO) with Pan Pac, which gave the club legal security of tenure for 25 years within the Tait & Waipunga Blocks of Tangoio Forest, commencing from June 2019. I can now also report that we have just achieved resource consent thru Hastings District Council to develop a mountain bike trail network within these 2 blocks of Tangoio Forest in conjunction with the LTO. Key members of our senior leadership team have been hugely engaged & worked tirelessly on this project in pulling together all the threads & facing many, many hurdles along the way. For all their professional dedication & ongoing services to the club, we can all be grateful ! (I certainly am)

RESOURCE CONSENT: As mentioned above, we have just received resource consent for the Tait & Waipunga Block re- development, plus additional facilities. This has been a monumental undertaking & a real milestone in our ambitious plans to build an internationally rated, recreational community orientated facility. ▪ Affected parties / stakeholders included - Pan Pac neighbours ; Iwi x 2 ; NZTA ; HDC ; NCC ; HBRC ; PAN PAC ; Heritage NZ ; Archaeological experts ; Professional trail builders and HBMTBC. We are continuing to engage with several iwi around meeting our archaeological requirements. We have extensive knowledge of the known protected sites / protocols & the club is currently pursuing an archaeological authority to complete the consent conditions. This is a significant step in the clubs long term plans as we are now looking to redevelop our internationally renowned mountain bike park. This in itself is a huge achievement for our sport locally & will give great confidence in our bid to secure the hefty funding required to rebuild our MTB Park from scratch in a short space of time using contractors. (NB: We would need well over $2 million to complete the full proposal). The amount of time (3 years) & energy spent to get to this stage has been massive !

FUND-RAISING + TRAIL BUILDING: Basically, we need to get cracking with fundraising & developing the initial trail network & supporting infrastructure. We plan to engage the services of different professional track building companies over the next five years (totally funding dependant) as well as utilise local contractor services, where able to. We plan to have a wide range of trails built covering all abilities from levels 1 – 5, including digger built, hand-built, family-friendly, progressive, downhill, e- bike, event + shuttle friendly, etc to cater to as broad an audience as possible. There is still lots of funding to sort, however we are committed to forging ahead & have the longevity of access required to implement our ambitious vision. Effectively, the goal is to develop a freakin’ amazing recreational facility to benefit thousands of locals & tourists alike for the life of a pine forest & beyond. The club recently missed out on a significant lotteries funding application ($400k) & as gutting as this was, it has forced us to revisit our overall park strategy (in a positive way) & we are ever hopeful for further funding opportunities that we plan to pursue in the near future. We need to encourage, encompass & embrace the wider community & foster more user groups more than ever. To bring in user friendly systems / technology for them to participate / engage / develop in the sport we love.

How about that for an update? not bad for a handful of highly engaged volunteers pulling this all together in their spare time, eh? Also thanks to the lovely Deb, who has supported me ongoing throughout this exercise as it has been a significant commitment of my time away from the family. Reflecting back, I am humbled & hugely appreciative of the amazing club committee who have stepped up time & time again, who have just got the job done this year. So a MASSIVE THANKS to you all, we all can be very proud of what has been achieved collectively throughout 2019-2020 ! We have come together & grown stronger as a team as a consequence which is awesome. Having said that we have a lot of goals to achieve in the next year, so will need to be even sharper in our operations as we progress. Going forward we always require “new blood” & fresh perspectives in conjunction with the senior leadership group, to take the club to the next chapter in our evolving history. We will require support from you & should you be in a position to offer expertise, services or resources to assist, please let us know. In the meantime ride hard, ride safe. Purpose: The HBMTBC administration and funding strategy enables successful / professional events and other club

initiatives that require justified spending. The funding arm should be able to make informed applications to charitable trusts, request sponsorship and seek alternative avenues of funding to secure items on the wish list.

Funding …

Current project fundraising focus is all on the Tait & Waipunga Blocks Re-development.

Current applications are in the process with Eastern and Central Community Trust and the Provincial Growth Fund.

We are working with Hastings District Council to identify other funding sources for the MTB Park.

Will be applying to NZCT and other community trusts over the next 6 months to help support the MTB Park re-development.

Have had one application declined from the NZ Lotteries Community Assets Fund.

Events

Purpose: To organize, manage & facilitate MTB events from club level thru to national level. Events held over the last 12 months include: ❑ North Island Downhill Series (NZDH) Round #2 – Saturday 9th November, 2019

  • Event capped at 150 riders, which sold out in advance.

Event held on Gravitahi DH Track within Pakuratahi Block. ❑ Doug Wisor Memorial Enduro Sunday 10th November, 2019

  • 126 entries again (equalling last years attendance record),

this year with 7 stages totalling approx 13km in the Sound&Vision Cycles Enduro, and 3 stages for the MyRide Hastings Mini Enduro.

  • All but 3 entries received either a spot prize or a placing
  • prize. Received lots of positive feedback.
  • 2020 event planning is already underway.

Social

Purpose: To increase the participation of club members at all levels of ability, to ride socially, forming new

relationships and exploring other MTB trails anywhere within New Zealand.

Social Trips held over the last 12 months: ❑ Annual Rotorua Shuttles – Friday 25 October, 2019 (HB Anniversary Day) 221 registered riders, hiring all 5 of Southstar shuttle buses for a great day. The 2020 club day is already underway with planning, with a special 2-day offer for club members of: ✓ $25 – All day shuttles on Friday 23 Oct, with MTB Rotorua within Whakarewarewa Forest; or ✓ $65 – The above, PLUS all day uplifts @ Skyline Rotorua on Sat 24 Oct, as well !!! (There might also be a deal with a Rotorua Hotel for Fri night accommodation – still work in progress)

Parks

PAN PAC MOUNTAIN BIKE PARK ❑ Tait Block area planning has begun in earnest. Trail-Pro have GPS-ed the first stage of approx 10km of trails. Approval for these trails from Pan Pac, Iwi and Heritage NZ is currently in progress. ❑ Waipunga Block logging is in full swing. Planning for the rebuild of this area will progress once logging is completed. ❑ Replanted Block has been operational all year, all open trails sprayed and blown as required. The area to the south side of Mill Valley Road (including this road) remains CLOSED (effects Sweeper and Tangle trails) until the Waipunga block logging is completed. ❑ Pakuratahi Block with Gravitahi DH track, is CLOSED to general MTB access, but with permission is available for selected club events. ❑ Mill Block has been operational all year, all trails sprayed and blown as

  • required. New crossings were installed between Mill & Replanted Blocks after

the COVID-19 lockdown, as well as a hands-free entry from the carpark.

Parks cont…

We haven’t had much in the way of storm damage or weather events, or new trail builds during this membership year, so working bees haven’t been required. A new requirement for our working bees moving forward, is that ALL volunteers need to be inducted into the Pan Pac H&S beacon system - so anyone who wants to volunteer for working bee or running events etc, will need to provide us with their name, email address and mobile number so we can get the process underway. SUPPORTERS: A big thank you to the clubs regular supporters who generally jump through hoops for us when we require help , namely: Tumu ITM for building materials; Jason Juno @ Coast & Co for graphic design and artwork; Branded for signage, and Baywide Dingos for various digger related missions through the year.

CONTRACTORS ✓ A big thank you to Brian Hankin our part-time maintenance contractor. Brian has been continuously spraying, brush cutting, chain-sawing and blowing trails clean throughout the year as well as clearing windfall as it

  • arises. Thanks to Brian, we can focus on the new park planning.

✓ A big thank you to Lance Simons our part-time security contractor. Lance has been randomly turning up at the MTB carpark over the year doing random permit checks, this has seen a marked improvement in permitted riders within our MTB Park. ✓ Lastly, a big thank you to Pan Pac, Sean and Tim for their on-going support of the club and our use of their land. Marketing & Communication

Purpose: To promote the club and sport to local, regional, national & tourist markets via all media. ❑ Website: www.hawkesbaymtb.co.nz - The website is the main portal for all club information and club contacts, with links to online membership / permit registration portals (via ACTIVE). ❑ Facebook: www.facebook.com/HawkesBayMTB/ - all club news and events posted online as they happen, (over 2500 followers). We also manage www.facebook.com/PanPacEskdaleMTBPark/ - for MTB Park news. ❑ E-News: The weekly e-news and monthly e-newsletters are loaded with all relevant local and national MTB content, emailed to all current club members, selected local contacts & the monthly e-newsletters are also sent to all MTB club contacts nationwide. ❑ Events: Promotion/marketing of any club events are thru weekly club emails &

  • nline via both the club website & club facebook pages.

❑ Brochures: Printed approx every couple years, displayed at the Napier I-Site.

Youth Development - XC

Purpose: To support the young members of the club, by representing them on

the committee, voicing any concerns or issues raised from youth members. To support and develop members for future success at a higher level in all disciplines and to help in the development of new facilities and trails for members.

This year we introduced to the club the Blazing Bandits youth group. This group is for our kids (aged 8-12) who just want to ride, have fun and enjoy hanging with their mates! Up until lockdown, we met weekly in some form, either within the MTB Park, pump track or the Dirt Jump Park, in Taradale. Over winter we meet monthly on the last Sunday of the month. Last ride we had 11 kids having the best time riding bikes and playing in the mud! Even the puddles were appealing to them (maybe not so much to their parents !!!) We organise events for them to help encourage participation in a group and individual format. These prove to be very popular and local bike shops support these events by donating some pretty cool prizes for the kids to win.

Youth Development – XC …

Along with these events we organize training sessions with a coach based in Rotorua. Black Dirt Collective (Mark “Cabin” Leishman) works with our boys to help develop their skills on the bike in a different environment with no parents around. As we know, the kids respond so much better when mum and dad are not around! The expressions on these kids faces, show just how much they enjoy their day.

The Gambler - Taupo. We took 4 youth teams from HB. Successful day with a 2nd and two 3rd !! Skyline DH - Rotorua. The kids had a blast racing down Hipster against their buddies to win great prizes. Everyone won something !! Crank-it @ Craters - Taupo. An individual race (although parent support on the day was fantastic !!!) Rotorua Landrover Shuttles. Adults and kids enjoyed this day just a bit too much! Even the rain did not dampen spirits.

There are plenty of ideas for the coming year for these kids and I’m sure you will hear them in the park at some point!

DH - Youth Development

Racing ❑ 15 Youth riders raced in the North Island (New Zealand Downhill) Series over the year. Nine of these riders also competed at Crankworx, the international event in Rotorua. ❑ Hawkes Bay Mountain Bike Club is well represented at all the North Island race events. ❑ Having restricted access to our local track has limited development of our downhill riders in the last couple years. We do hope to have a couple of new options available in the near future.

Purpose: To support the young members of the club, by representing them on

the committee, voicing any concerns or issues raised from youth members. To support and develop members for future success at a higher level in the Downhill discipline and to help in the development of new facilities and trails for members.

Volunteers

Purpose: To provide club run activities with volunteers. Primarily to help run mountain bike events at all levels (club level thru to National level). Also for club working bees for trail building/maintenance.
