A governmentality approach identifies the rationalities behind strategies adopted to enhance the productivity of populations, as well as the various ‘technologies’ employed to achieve desired outcomes (Lucas, 2011). It provides an avenue to explore the link between policy and practice at the microlevel and investigate ‘potential disjuncture between top-down, universalistic plans and empirical reality’ (Bang & Esmark, 2010).

This research will:
nowledg dge by providing a non-metropolitan perspective to existing scholarship on affordable housing, governance, governmentality, local government, policy development and implementation in non- metropolitan Australia.
