ISSUE: The community behavioral health safety net is strained for funding and other resources, limiting Americans’ access to care.
- The coverage expansions under healthcare reform will lead
to increased demand in services, greater provider accountability for health outcomes
- States have cut over $4 billion from behavioral health services over
the last 4 years
- Reimbursements are not sufficient in most places to cover the
actual cost of providing services
- Lack of a definition for community behavioral health means no
data, standards of care

ISSUE: Lack of awareness about behavioral health conditions creates stigma and reduces access to care.
- More than 20% of Americans will experience a mental
health or substance use condition annually.
- While many Americans know how to administer first aid
and seek medical help should they come across a person having a heart attack, few are trained to provide similar help to someone experiencing a mental health
- r substance abuse crisis.

ISSUE: Major spending cuts have been proposed as part of the 2014 budget, which would decimate behavioral health funding.
- FY2013 sequester has already reduced access to
treatment and supportive services for hundreds of thousands of people and sharply cut research funding.
- Additional cuts proposed in 2014 budget would further
harm these important programs.
