How to address

slide-8
SLIDE 8

8

Rural Addressing Conventions

  • Rural Addresses are distance based

assignments

  • Measurement commences from a known

datum point

  • Odd numbers placed on the left side of the

road and even on the right

  • Address = distance along the road in

metres / 10

  • This enables unique numbers to be

assigned every 20 metres along both sides

  • f the road

Rural Addressing

SLIDE 9

9

Rural addressing

Rural Addressing – Use of Suffixes

  • Where two or more properties have shared

access

– The same house number is assigned using RA process – Then a suffix assigned to each – A to E (preferably in order of the houses along the road)

slide-10
SLIDE 10

10

Rural Addressing through towns

Road name continues through town

  • Continue on the numbering sequence
  • Assign as per urban processes

– Not distance related within the town limits – Odds on the left & evens on the right – Suffixes can be used

Rural addressing

Urban road name exists

  • Urban addressing applies

– Starting at 1 on left and 2 on right

  • Once through town RA recommences

– RA calculations must include the distance through town

slide-11
SLIDE 11

11

Issues encountered with Rural Addressing

  • Allocation limited to occupied properties

– Incidents occur away from the homestead

  • Maintenance issues

– Rural address flag hasn’t been triggered – Position of the address not at the access point – Different processes used

  • Corio & Standard Rural Addressing
  • Allocation and Implementation mismatches

– Address not displayed / not easily visible – Transposed numbers – Damaged addresses

Rural Addressing

slide-12
SLIDE 12

12

Urban addressing

  • Number sequencing commences

from the datum point

  • Assigned odds on the left and

evens on the right

– Addresses are not distance based – For large lots a range maybe reserved

  • The standard suggests that only one

house number be assigned

Urban Addressing Conventions

13

What not to do

slide-14
SLIDE 14

14

Multi storey addressing

Multi Storey Addressing Conventions

  • Hotel style addressing (HSA)

– Combination of level and unit numbers

  • Level 10 Unit 04 = 1004
  • Ground level Unit 13 = G13
  • Below level 2 Unit 25 = B0225
  • HSA used for buildings 3 stories

and above

slide-15
SLIDE 15

15

Complex addressing

Rob Road

  • 4 Multi Storey Buildings

– Address range exists – HSA to be used for all units

  • The house number to be

allocated in the access order

  • Building name is optional

Complex site addressing

  • Three different facilities and

three different representations

Inconsistent Complex Addressing

slide-17
SLIDE 17

17

Complex site addressing

  • Vicmap & P&R have 242 properties

and addresses

  • All units are addressed to the main

road

  • Access to the complex site is off an

unnamed road

  • Site has a road network (private

roads with “unnamed” against them in Vicmap)

  • Sequential unit numbers that are not

necessarily next to each other Complex Addressing – Site A

slide-18
SLIDE 18

18

Complex site addressing

  • Vicmap Property & P&R have 250

properties and addresses

  • All units are addressed to the main

road

  • The address point is located at the

site of the residence

  • The facility has a named road

network (but addressing doesn’t use them)

  • Sequential unit numbers are not

necessarily next to each other (in this case most are) Complex Addressing – Site B

slide-19
SLIDE 19

19

Complex site addressing

  • Vicmap & P&R have one property

and one address

  • The address is fronting the road it is

addressed to but:

– Site has a road network (private roads) and; – over 100 residences

Complex Addressing – Site C

slide-20
SLIDE 20

20

Complex Site Nirvana

  • Road networks are named
  • Addresses placed at the residence location
  • The residence is addressed to the road it fronts

– Use Urban street addressing convention – Odds on the left and evens on the right

Dissemination of addressing

1

  • Vicmap Address is maintained daily and updated into the data store every week

2

  • Vicmap Address is available from Data Vic free of charge – anybody can download the data

3

  • ESTA is provided a full update Vicmap Address according to an agreed schedule (usually 3 times a

year) 4

  • ESTA also take weekly change file address information to supplement their supplies

5

  • ESTA perform logical checks on the data before they release into the systems
  • Incorporated into many

rating systems

  • Many banks, water

businesses won’t deal with the public until an address exists

Auditing

slide-26
SLIDE 26

26

Addressing Auditing

  • Addressing is validated throughout the maintenance process

and beyond

– Addressing data is parsed and domain rules enforced – Maintenance service provider runs scripts to capture other anomalies – Vicmap Data Services perform audits on the maintenance service – Vicmap Address and Vicmap Transport road name comparisons are carried out each quarter – An annual Property Information Quality Audit (PIQA)

  • Checks match rates between LGA P&R data sets and what is in

Vicmap

  • Currently the state match rate is 98.06%
  • Emergency services quality assure Vicmap Address every

day

– Every emergency event – starts with ‘What’s your address’

slide-27
SLIDE 27

27

Naming Audits

1

  • GNV reviews naming to ensure it complies with guidelines.

2

  • GNV will either endorse the name or request the name to be changed.

3

  • Vicmap informed via VES (up to two weeks for an update to take effect).

4

  • Naming authorities and emergency services informed of update.

5

  • Private organisations , data is publicly and commercially available and updates can take over a year
  • Refer to Section 13.3.

Digital Cadastre Modernisation Project

Real world boundaries Vicmap property boundaries

Tackling the spatial inaccuracies

slide-31
SLIDE 31

31

Digital Cadastre Moderisation

Back Capture

Accurate data from each paper plan is converted into a digital record (LandXML)

Adjust

Data from individual plans is joined and adjusted to fully align (within .5m rural and 0.1m metro)

Integrate

The new cadastre is published and location changes cascaded through other Vicmap layers and made available to the public

Automate

Updating future data and use of newly back captured files in modern systems

slide-32
SLIDE 32

32

Expected Outcomes

Multiple spatial layers will be more accurately displayed using back captured data

Business data will also be effected LUV have an engagement team

  • providing project information and
  • seeking customer feedback
