  17. Stuart Downing here to explain latest rises • Why is the overall rates increase really 8% not 3.5%? – Why is the rate rise for an average property 4.8%? • Why is there no equity in rubbish charges? • Why is nothing explained in Cockburn’s rating and budget papers? • How are you going to fix this? Banjup Residents Group 17 21 June 2015

  18. What shall we resolve? • Motion: a. The BRG urges the City of Cockburn before rate notices are issued to reduce rate rises to its declared 3.5% b. The BRG instructs its Committee to refer the iniquitous rate rises to the Department of Local Government • Vote Banjup Residents Group 18 21 June 2015

  25. DFES proposals to change Banjup from ESL 3 to ESL 1 are all declined • April 2011 – – Consolidate brigades at Poletti Road – Locate bulk water tanker at Poletti Road • February 2012 – Change from ESL 3 to ESL 1 • March 2014 – Change from ESL 3 to ESL 1 • April 2015 – Change from ESL 3 to ESL 1 Banjup Residents Group 25 21 June 2015

  26. DFES tried again in 2015 – says the Career brigades can serve us better • DFES will control structural and rural fires • Success fire station can reach Banjup in 7 minutes • Murdoch and Canning Vale soon after • Career brigades have specialist equipment • Support from Jandakot Volunteer Brigade – Bulk water tanker • Banjup’s ESL rate rises 120% from $164 to $363 – Including 10.8% rise Banjup Residents Group 26 21 June 2015

  27. We need reassurance from DFES • 7 minutes to get to Banjup – Really? Across the Freeway? • No reticulated water in Banjup • DFES fire trucks have limited water – Gibbs Road fire 2011 • fire trucks looked for “blue tiles” – Beenyup Road fire 2015 • Bush fire AND house fire • DFES dispatched first • Had to call for the Jandakot brigade and water tanker – Why not dispatched at same time? Banjup Residents Group 27 21 June 2015

  28. “Strained relations” between Career and Volunteers put Banjup lives at risk • Keelty’s report into the Hills Fire of 2011 said: – “ Brigades do not understand decisions about why certain units are called in to deal with the incident and others are left alone. Unless there is clarity, it exacerbates the already strained relationship with some of the volunteer brigades .” – … “The incident [ dispatch of Jandakot Brigade ] will add to the lack of trust and confidence volunteer brigades have in FESA, which is contrary to the assertions made in FESA’s submission to this inquiry .” Banjup Residents Group 28 21 June 2015

  29. How can DFES assure us that we will be safe? • Are relations with the Jandakot Brigade better? • What are protocols for dispatching fire-fighters? • Will DFES trucks get bogged in Banjup sand? • What are the benefits to Banjup of changing ESL? • Assistant Commissioner Darren Klemm will explain Banjup Residents Group 29 21 June 2015
