This recommendation was adopted by Cockburn Council on 11 June

“The proposed rate in the dollar is 7.074¢ of GRV value. The increase is 3.5% for

the average property after allowing

for the waste management service charge and the community surveillance levy to be added into general rates.”

Pensioners supposed to benefit from rate rises

  • Last year’s rate was ~4 cents in dollar of Gross

Rental Value

  • New rate is ~7 cents in dollar of GRV
  • Now rolled up with:

– Rubbish collection – CoSafe

  • Cockburn says rolling up means bigger rebate

for pensioners

Stuart Downing here to explain latest rises

  • Why is the overall rates increase really 8% not 3.5%?

– Why is the rate rise for an average property 4.8%?

  • Why is there no equity in rubbish charges?
  • Why is nothing explained in Cockburn’s rating and

budget papers?

  • How are you going to fix this?

slide-18
SLIDE 18

21 June 2015 Banjup Residents Group 18

What shall we resolve?

  • Motion:
  • a. The BRG urges the City of Cockburn before rate

notices are issued to reduce rate rises to its declared 3.5%

  • b. The BRG instructs its Committee to refer the

iniquitous rate rises to the Department of Local Government

DFES proposals to change Banjup from ESL 3 to ESL 1 are all declined

– Consolidate brigades at Poletti Road – Locate bulk water tanker at Poletti Road

  • February 2012

DFES tried again in 2015 – says the Career brigades can serve us better

  • DFES will control structural and rural fires
  • Success fire station can reach Banjup in 7

minutes

  • Murdoch and Canning Vale soon after
  • Career brigades have specialist equipment
  • Support from Jandakot Volunteer Brigade

– Bulk water tanker

  • Banjup’s ESL rate rises 120% from $164 to $363

– Including 10.8% rise

21 June 2015 Banjup Residents Group 26

slide-27
SLIDE 27

We need reassurance from DFES

  • 7 minutes to get to Banjup

– Really? Across the Freeway?

  • No reticulated water in Banjup
  • DFES fire trucks have limited water

– Gibbs Road fire 2011

  • fire trucks looked for “blue tiles”

– Beenyup Road fire 2015

  • Bush fire AND house fire
  • DFES dispatched first
  • Had to call for the Jandakot brigade and water tanker

– Why not dispatched at same time?

“Strained relations” between Career and Volunteers put Banjup lives at risk

  • Keelty’s report into the Hills Fire of 2011 said:

– “Brigades do not understand decisions about why certain units are called in to deal with the incident and

  • thers are left alone. Unless there is clarity, it

exacerbates the already strained relationship with some of the volunteer brigades.” – … “The incident [dispatch of Jandakot Brigade] will add to the lack of trust and confidence volunteer brigades have in FESA, which is contrary to the assertions made in FESA’s submission to this inquiry.”

21 June 2015 Banjup Residents Group 28

slide-29
SLIDE 29

How can DFES assure us that we will be safe?

  • Are relations with the Jandakot Brigade better?
  • What are protocols for dispatching fire-fighters?
  • Will DFES trucks get bogged in Banjup sand?
  • What are the benefits to Banjup of changing

ESL?

  • Assistant Commissioner Darren Klemm will

explain

21 June 2015 Banjup Residents Group 57

We resolved this at our last meeting

  • The BRG directs its Committee to press

for these fire control arrangements:

– No permits June July August – 2 people at a bonfire less than 6 cu metres – Representation on Reference Group

slide-58
SLIDE 58

Cockburn’s new Fire Control Order is much more sensible

  • No fire permits 1 June to 30 September
  • Firebreak period from 1 November to 15 April
  • No dead vegetation around habitable buildings

to radius of 3 metres

  • SUCCESS !!

21 June 2015 Banjup Residents Group 58

slide-59
SLIDE 59

A good result but …

  • No representation on Bush Fire Group

– Cockburn committed to better consultation with Banjup

  • Briefing for BRG on 5 June
  • Still 3 people at a bonfire

– April, May, October, November – Rangers DO HAVE discretion – Appeal if you want
