Canada-Indonesia Trade and Private Sector Assistance Project (TPSA)

  • TPSA seeks to reduce poverty and increase sustainable

economic growth in Indonesia through the expansion of Indonesian trade with Canada and the encouragement of Canadian investment in Indonesia

  • In order to maximize the poverty reduction impact of

increased trade and investment, TPSA focuses on SMEs, including SMEs owned or operated by women

TPSA, Trade and Gender Equality

4

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA)

  • Trade improves prosperity by creating formal employment

and generating financial resources governments need to invest in the well-being of their citizens

  • Paid employment improves autonomy, economic and social

status

  • Women as business owners create employment; as

workers they contribute to competitive advantage in light industries and agriculture; as consumers they make important spending decisions

  • Women and men have different positions in the economy,

different social roles, and differential access to and control

  • ver resources
  • Women-owned businesses: small, informal, not export-

ready

  • 40% micro and small (RAND /AKATIGA, 2015)
  • They concentrate in informal enterprises; only 17% of

formal enterprises are owned by women (ITC, 2015)

  • Lack of business skills and access to capital are common

barriers (TAF, 2013)

TPSA, Trade and Gender Equality

6

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA)

  • Unmet potential -it is important to understand the barriers

and opportunities with the goal to unleash the potential of women workers, producers and traders (ITC, 2015)

  • Trade policy makers are often unaware of gender biases

and inequalities with the result that trade policies have unintended negative consequences for women and men.

  • Gender biases lead to economic inefficiencies that hinder

growth and development (OECD, 2005)

  • GES Principles – Inclusion, Gender Equality, Gender

Analysis, Mainstreaming, Empowerment

8

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA)

Rapid Gender Analysis of Commodities- Methodology

  • It is a rapid gender analysis of prioritized commodities, which

were selected using a set of methodology, to identify 10, and then went down to 3 commodities with the highest potential for SME exports to Canada, considering both gender equality and environmental factors;

  • The Rapid Gender Analysis looked at :

a) Potential to Benefit; b) Market Access Opportunity; c) Social Performance; d) Exclusions (Risk); e) Preliminary Value Chain Analysis; f) Potential Gender Impacts

18

Canada-Indonesia Trade and Private Sector Assistance Project (TPSA)

  • Most coffee is exported as green whole bean. Specialty

and sustainable coffees add value at farm level. Further value is added through branding and packaging. Women

  • ccupy less visible (low pay) jobs in the value;
  • Women largely involved in the downstream (labour-

intensive) production of both shoe making and garment, represents important source of income and opportunity.

Slide 24 DF2 Purpose of the gender survey:

  • 1. The survey seeks to contribute to the understanding of what barriers to exporting Indonesian SMEs

face, and whether these barriers differ based on whether the SME is owned/operated by a woman or a man. Regarding opportunities, the survey will ask about the SMEs' degree of business optimism

  • 2. they Survey is expected to provide analysis and recommendations for both government and

private stakeholders relating to the export readiness of SMEs in three industries, including those

  • wned or managed by women.

Slide 26 DF4 To accompany this slide, I think that it will be better if we distribute draft of gender survey questions for getting input from the participant. May be we can distribute it through separate handout (not in the presentation). Since dealing with time limit, we may divide participant into 3 groups, and ask them to discuss and identify ways of making more effective survey. Please take a look on the last slide to see question for getting input and deepening survey tools. This method was proposed by considering the need to conduct the process in an efficient way

MyWindows, 5/5/2016

DF5 Main questions of the gender survey and key information that collected through that survey. Main question: What support and enabling environment are needed by women-owned or operated SMEs? Who can develop these? What can TPSA do? Key aspect of the survey: General profile, management-women-employment, export, registration and license, trade related information, access to finance, availability and cost of intermediary, technology and upgrading, policy and government regulation, CSR and certification, business outlook

Slide 29 DF8 Describe process and current status of RFP of gender and trade survey:

  • Proses from EoI to RFP, numbers of institutions involved, and criteria used on selecting RI
  • Expected time of survey implementtaion (July - NOv 2016)

Also utilising input from GTG to enrich the survey.

MyWindows, 5/7/2016

Slide 30 DF9 Questions for (group) discussion. Choosen as a good participatory process, but concern about time limit on managing group discussion and then continue by plenary. Another option is combining group discussion with utilising tools like card and flipchart to giving adequate opportunity for each participant to share their ideas and thinkings, through rather efficient way The idea is dividing participant into 3 groups -coffee, garment and footwear. Estimated time for discussion: 60 minutes

MyWindows, 5/5/2016

DF10 Key questions for discussion will focus on the questions and getting perspectives from the participants for conducting a better survey.

  • a. Is the Survey relevant to you (your organization)? In what way?
  • b. Have we captured the most important questions to answer the objectives/purpose of the survey?

What questions are still missing?

  • c. Are there any other critical information that the Survey shall answer in order for us to provide

feedback for improving SMEs owned/operated by women?

  • d. Are they any questions, which may be difficult to be answered by respondent of the Survey, which

we may need to anticipate?

  • e. Are there any other gender issues that were missed in the set questions of the Survey?
