Background

 GC0097 was raised by National Grid Electricity Transmission (NGET) and was submitted to the Grid Code Modifications Panel for their consideration on 16 November 2017.  The purpose of GC0097 is to consider the appropriate technical requirements for Energy Storage technologies connecting to the Transmission system, and discuss any high level changes that may be necessary to the Grid Code. Project TERRE is a key implementation initiative for the European Electricity Balancing Guideline (EB GL), which aims to establish a pan-European market for Balancing Energy.

Workgroup Consultation

 The GC0097 Workgroup Consultation closed on 26 January 2018.  There are no Workgroup Alternative Code Modifications (WACMs)  14 responses were received to the Consultation highlighting the following themes:

 DNO-TSO interactions  Pre-qualification  Baselining  Process timings and interaction with other processes  Capacity market  Publication of information  Implementation timelines  Legal text  Defaulting arrangements

Terms of Reference

 Terms of Reference have been met;

Specific Area Location in the report

Balancing Services Provider (BSP) participation data submission to the TSO

  • The necessary data items needed from BSPs to participate in TERR
  • The processes (e.g. systems) by which these are submitted to the GB TSO
  • The approach for parties to be dispatched by the TSO once activated by TERRE

Section 3 of the Report Dispatch Methodology

  • The dispatch processes for TERRE activations (including timings), and consider the

interactions with the Balancing Mechanism. Section 3 of the Report Participation by non-BM and Aggregators/Virtual PPMs

  • Confirmation of whether proposals are fit for purpose for smaller parties (i.e. those who

may not existing or future Balancing Mechanism participants), as well as aggregators. Section 3 of the Report Pre-qualification and enabling participation

  • Set out the pre-qualification requirements for GB participation in TERRE, including any

minimum technical requirements specified in other EU regulatory frameworks Section 3 of the Report TERRE Coordination with DNOs and BSCCo confirm:

  • Any Grid Code obligations required for the GB TSO and DNOs to coordinate to manage

participation from distribution-connected BSPs, as well as any reporting obligations to the BSCCo, based on actions taken by the GB TSO for TERRE etc. Section 3 of the Report Reporting to individual bodies, to the Market as a whole, and to Regulatory bodies

  • Describe the expected new flow of information required to support TERRE
