  • 1 303 (55%) Male and 1 085 (45%) Female.
  • 1 550 (65%) between the ages of 50 and 79 - majority among these (893) being male. These are followed by the

Number of Gauteng Public Servants tested positive

  • Out of 172 113 public servants in Gauteng, 5 242 have tested positive since
  • March. This includes public Health workers and Educators.
  • We have lost 2 Doctors from Dr George Mukhari Academic Hospital and Jubilee
  • Hospital. We send our condolences to family, friends and colleagues of the two

Doctors.

  • Like all other patients, affected staff and their family members are receiving care

and treatment in line with the World Health Organisation protocols.

  • All other staff members who were in contact with those that tested positive have

been tested and will continue to follow all protocols to prevent the spread of the virus.

  • There is ongoing decontamination of all public buildings regularly as part of the

Status on Infrastructure

  • 353 schools have been affected by Vandalism since the inception of the

regulations.

Scholar Transport

  • The Department is currently transporting 42000 learners in relation to the

Grades that are back at school.

  • The containment and prevention of the spread of COVID-19 in transit is

managed through a collaborative effort with GDRT and DCS.

contracted and private learner transport providers.

  • The decision to allow 100% capacity in public transport has adversely

affected the learner transport sector.

Safety at Schools

  • GDE has strengthened security in schools by deploying patrollers
  • Patrollers have been deployed at no-fee paying schools to keep an eye on

access control and report suspicious activity happening at the schools to the police.

  • Patrollers are to inspect the school perimeter to help prevent security

breaches

  • Private security guards have been identified for high risk schools
  • Only learners, teachers, admin and other staff are allowed into the school

premises and any service providers and other stakeholders must follow GDE guidelines in accessing schools during learning and teaching time which has been provided to SMTs and SGBs.

  • Visitors will only be allowed on an exceptional basis and after permission has

been granted by the principal and in compliance with the communication guideline issued to schools.

Academic Support for Learners during Break

  • The following two circulars issued was used to guide schools on Lockdown

learning:

  • Guidelines for Home Education and Lockdown learning
  • School Closure, Lockdown and Remote Learning
  • Advise to parents was provided as per the parent guideline document on the DBE

website.

  • Guidance and support by district offices to schools:
  • Nature of instruction for home learning should be simple to follow and understand –

Memorandum/Rubric to be used by parents to monitor the progress of their children

  • Resource packs contain formative assessments on content being provided by

teachers – All formative assessments are provided with memoranda which is marked and corrected at home and submitted to school for analysis.

  • District Directors to ensure that school principals develop and issue Learner Activity

Packs (LAPS) for all grades to be supported at home.

  • District Directors must ensure establishment of Lockdown Learning Transversal Teams

(LLTT) are established for virtual monitoring & support on any platform available to parents.

Digital Platforms and Partnerships

  • The GDE provided zero-rated digital platforms to schools to share with

parents, and to ensure that learners are provided with access to such platforms, however, it is clear that not all learners have equal access to such platforms.

  • The GDE through partnership with the Click foundation targeting 500

schools in the province. The following programmes are available on Click Home learning programme: Reading Eggs, Matific (For maths), Feed the Monster and Care up. Schools were provided with login details. The majority of schools targeted are no fee schools.

  • The GDE in collaboration with The WITS Early Grade Study embarked on

an IsiZulu Home Learning programme using DBE workbook in the Johannesburg East district targeting over 8000 learners. Videos and workbook charts were provided to guide parents on how to help learners with workbook activities.

Support to learners at home without connectivity

  • The department, through districts, will reworked the revised annual teaching

plans and it will be packaged into learning activity packs (LAPS) for every 14-day learning cycle to be collected at school and signed off by a parent/legal guardian every 14 days.

  • The LAPS will comprise, learning topics, topic summaries, step by step

guidelines for tutoring, assessment tasks, memoranda, and zero-rated electronic media educational programmes.

  • Assessment tasks will be coordinated with classroom-based assessment

programmes- parents will sign a commitment form to ensure fairness.

  • Where feasible, conference calls to be scheduled at specific times for learners

to ask questions – where necessary – sanitisation rules apply.

  • All assessment packs are to be returned to school every 14 days for marking and
  • r quality assurance. And the Department will ensure that all examinations will be

written at school within social distancing regulations, in exceptional cases, continuous assessment will be used.

Planning for the 24 August and beyond

  • Enabling conditions
  • All the PPEs masks, sanitisers and related items were procured and delivered

to schools for all grades returning initially returning on the 6 July

  • PPE for Grades 4,5, 8 and 9 will be delivered just prior to these grades

returning in line with the just-in-time approach

  • Sanitisers, detergents and coveralls will be delivered on a monthly basis as

per the demand from schools

  • Teaching and learning preparations
  • Curriculum preparation based on the original plan has been completed with all

schools but will be revised revised based on:

  • Adjustments for the break announced
  • Proposed New school calendar into 2021
  • Full details of minimum levels of learning for all grades except Grade 12
  • A detailed plan will be developed as soon in line with the revised calendar and

revised ATPs

Update on investigation into PPE procurement

  • The damning allegations of corruption regarding the procurement of

Personal Protective Equipment have profoundly eroded public confidence in the collective work of the province in the fight against COVID-19.

  • Last week, I made a commitment that we would give regular updates on

the investigations based on the reports we received from the SIU.

  • As you are aware, if in the course of investigations, evidence of wrong-

doing is found, the SIU may refer such evidence to relevant authorities including the SAPS, NPA and SARS.

  • The SIU may also recommend immediate action to be taken against any

implicated officials.

  • The SIU is empowered to take immediate steps to safe-guard assets

which may include cancellation of contracts.

Update on investigation into PPE procurement

  • Yesterday, we received an update from the SIU on their work regarding

investigations into the COVID-19 procurement.

  • The SIU is making headway in the ongoing investigations concerning

COVID-19 procurement.

  • Based on the evidence so far the SIU will be making referrals to other

State institutions for action. A criminal case has been opened.

  • The SIU has also identified two Gauteng Department of Health
  • fficials who have allegedly enabled and facilitated this procurement
  • corruption. One of these officials will be served with suspension this

morning while the one who has resigned will be pursued legally.

  • With regards to other investigation already finalised by the SIU concerning

irregular procurement at the Department of e-Government, we have already cancelled the contract and initiated disciplinary action against implicated officials.

Containing the spread! Saving lives!

  • We continue to implement the ward-based strategy as an intervention to contain the

spread of the virus in line with of our comprehensive health response.

  • Over the past two weeks, we have upscaled our ward-based strategy concentrating on

areas with large number of active cases. This week we were in:

  • Johannesburg District Hotspots - Protea Glen, Dobsonville, Jabulani, Doornkop
  • Ekurhuleni District Hotspots - Primrose, Brackenhurst, Eden Park, Alberton
  • All social partners are working together as part of the ward-based strategy to minimise

community transmission through:

  • Identification of positive cases and expeditiously tracking and tracing contacts
  • Administering medical management to those who need it
  • Decongesting clinics
  • Referring people to quarantine and isolation sites based on assessment
  • Heightening awareness and education

Concluding remarks

  • We are encouraged by the decrease in the number of new positive cases per week and a

large increase in recoveries.

  • The number of patients admitted is decreasing and is reducing pressure on the health system.

We expected that in July and August were going to be the hardest months where the health system was going to be tested.

  • We continue to increase our health capacity with our infrastructure programme and personnel
  • capacity. The improvement in the infrastructure is a long-term investment in our health

system.

  • On Sunday, we will commemorate the heroic actions of the women of South Africa who

confronted the brutality of the apartheid system. Basadi ba go swara thipa ka bogaleng.

  • As we continue with the battle against this pandemic, we need to draw courage and resilience

from the generation of women who marched against the injustice of the apartheid regime in 1956.

  • As the provincial government we remain committed towards promotion of gender equality and

women empowerment. It is central to our efforts of fighting poverty and stimulating sustainable development.

Concluding remarks

  • Gauteng will be the home to all Premier Soccer League and National first division teams

who will be completing the remainder of the 2019/20 season.

  • Gauteng has state of the art infrastructure and sporting facilities which made the province

the preferred choice for resumption of professional football under strict COVID-19 conditions.

  • As we enjoy football, we must all continue to Play our Part in stopping the spread of

COVID-19.
