Parking Lot Questions

Advisory Committee for the Future of UCSF Parnassus Heights Campus Meeting #6 5

Question Answer Will having construction at both ends of the campus for the near-term projects close off access to Parnassus? How will UCSF address this? We do not anticipate a need to close Parnassus Avenue for this work. UCSF has ”good neighbor” policies to lessen the impacts of construction on the community and is committed to working with the City and the community on ways to lessen construction-related impacts on the neighborhood. What are UCSF’s housing plans to accommodate the growth of its workforce? In addition to providing housing for faculty, students and trainees, UCSF is exploring the possibility of providing housing for its overall

  • workforce. The proposed CPHP could increase

the number of housing units in the Aldea housing complex by up to 332 units, and in the CPHP’s later years, could add up to 430 additional new units as part of the West Side Housing project on the campus site. While no decisions have been made, some of this increased supply could potentially serve as workforce housing.

SLIDE 20

Assessing Impacts and Investments

Advisory Committee for the Future of UCSF Parnassus Heights Campus Meeting #6 20

  • Community investments are focused on addressing potential impacts

from the CPHP and development activities.

  • Potential impacts will inform the nature and type of potential investment.
  • Investments are generally categorized into three “buckets”:
  • Project Design – Address building design, landscaping, open space, etc.
  • CEQA Mitigation – Mitigate any significant environmental effects identified

through the EIR process.

  • Community Investments – Investments that address community impacts of

UCSF development projects NOT addressed through Project Design or CEQA mitigation.

slide-21
SLIDE 21

Community Investments

Advisory Committee for the Future of UCSF Parnassus Heights Campus Meeting #6 21

  • Investment Sustainability
  • CPHP is a long-term planning document – 30 years
  • Community investments are intended to be long-term and sustainable over time
  • Investments are connected with CPHP development projects as they come
  • nline
  • UCSF Guidelines
  • UCSF’s Long Range Development Plan commits UCSF to enter into

discussions with the community regarding investments to address potential development impacts

  • These investments must:
  • Benefit neighbors and UCSF
  • Address anticipated impacts of UCSF development
  • Be visible and meaningful rather than small and unmemorable
  • Be beyond the scope of individual projects/sites
  • Be contingent on approval of the project(s)

  • UCSF is a long-time neighbor in the Parnassus community
  • Committed to working with the community
  • Identify investment and collaboration opportunities
  • Want to be the anchor institution the community can be proud of
  • Community Investment Fund (CIF)
  • A centralized pool of funds designated for community investments
  • CIF will identify and aggregate funds for community investments in Parnassus

and surrounding neighborhoods consistent with project phasing.

  • CIF advantages:
  • Ensures funding for investment opportunities while specific investments are being

identified and defined

  • Flexibility to allocate funds to diverse investments as applicable/needed
  • Long-term sustainable mechanism that aligns investments with projects

New Hospital – connection to Mount Sutro

  • The podium creates a connection to Mount Sutro, providing a viewing point to

the park and bay vistas – completing the park to peak in both directions north and south.

  • Provides an opportunity for connecting Mount Sutro to the new hospital public

realm – a place where neighbors and community will want to visit.

  • The connectivity is a critical part of our patient and staff wellness, providing

direct access to natural surroundings with panoramic views, sunlight, and a supportive healing environment that will promote physical and emotional health.

  • Efficiency is critical for surgical and interventional floors—rectilinear shape

provides best utilization of space and allows for shorter building

  • The current hospital concept would encroach approximately 0.15-acre into the

Reserve, but the exact amount won’t be determined until design for the hospital begins this summer

Management Plan to promote safety in the Reserve and to provide for its long term sustainability

  • Existing 0.13-acre deficit (due to

construction of the Dolby Building) would be offset by adding the footprints

  • f the Surge, Woods, and EHS buildings

(0.55 acre) to the Reserve following demolition

  • UCSF is committed to replacing any

area of the Reserve that is lost due to further development by designating new Reserve area elsewhere on the campus site in an amount equal or greater than the area lost
