Federal Budget

  • 75% of the funding for FY2019 has been

appropriated

– This is the first time in more than 10 years that DoD has received its funding on time – Most agencies have received an increase in funding – Expect an 8.7% total increase

  • Continuing resolution through December 7 for

the remaining agencies

  • Last fiscal year, the Government was under a

continuing resolution until March

  • GSA released the OLM mass modification in

June

– Contractors must accept the mass modification to add the OLM SIN and begin offering OLMs to customers

  • The Coalition is looking for feedback on OLMs

Micro-purchase Threshold

  • The 2019 NDAA has raised the micro-purchase

threshold for DoD to $10,000

  • This creates parity between Defense and

Civilian agencies for the first time in over three years

  • DoD has issued a class deviation to implement

the new threshold

Tariff-Related Price Adjustments

  • GSA is accepting price adjustments that are the

related to recent tariffs (for example on steel)

  • Contractors must be prepared to justify the price

increase and GSA is required to produce additional documentation for the contract file

GSA: Horizontal Price Comparisons

  • The Coalition has received feedback that GSA is

rejecting modifications because of the results it receives from its price comparisons

  • The Coalition is looking for feedback from members
