Purpose of Committee Tennessee Code Annotated, Section 3-7-103 • Impart knowledge of fiscal affairs of the state to the members of the General Assembly • Prepare and distribute the fiscal note statements • The Comptroller of the Treasury shall aid the committee in the conduct of its duties FISCAL REVIEW COMMITTEE STAFF

  5. Additional Duties • Prepare state revenue estimate • Review and hold hearings on non- competitive contracts and repeat audit findings FISCAL REVIEW COMMITTEE STAFF

  6. What is a Fiscal Note? • An estimate of the impact for a pending bill • Takes into account cost and revenue impacts on state and local government FISCAL REVIEW COMMITTEE STAFF

  7. Why do we prepare Fiscal Notes? Tennessee Code Annotated, Section 3-2-107 Fiscal Notes shall be provided for all general bills or resolutions increasing or decreasing state or local revenues, making sum-sufficient appropriations, or increasing or decreasing existing appropriations or the fiscal liability of the state or of the local governments of the state.   8. Why do we prepare Fiscal Notes? (CONTINUED) • Fiscal notes tell the General Assembly how much a bill will cost, or how much revenue it will generate. FISCAL REVIEW COMMITTEE STAFF

(CONTINUED) • Fiscal Notes also help the General Assembly and Governor meet two constitutional requirements: 1) Balanced Budget - General appropriations bill 2) Providing estimated first-year’s funding of new legislation - Cumulative fiscal note FISCAL REVIEW COMMITTEE STAFF

  11. Let’s Get Technical! Fiscal Note: A document that details the fiscal impact of a particular piece of legislation. � A fiscal note is issued for each general bill and most resolutions. FISCAL REVIEW COMMITTEE STAFF

  12. Parts of a Fiscal Note Bill & Companion Number Issue Date of the Fiscal Note Brief description of the filed legislation.   17. Interaction with the Committee You may be asked to process an amendment: Once drafted by Legal Services, an amendment should have a bar/draft code assigned to it. Complete the “Fiscal Review Memo Request Form” - Available in our office or on the “G:” drive in the FRC Fiscal Memos File Folder by year FISCAL REVIEW COMMITTEE STAFF

  18. Find Memos and Request Forms ? INSTRUCTIONS � Right click on the Start Menu � Click Explore � Select G: Drive � Open FRC Fiscal Memos � Select the Folder by year � Find the memo by the printed bill number [Example: HB 0050 (008003)] FISCAL REVIEW COMMITTEE STAFF
