  10. 2. Strengthen disease prevention and control for migrant population – HIV/AIDS Include the migrant workers in the "Four Frees and One Care" Policy policy, a national HIV/AIDS policy. Migrant workers are entitled to equal access to HIV/AIDS services Carry out health education on HIV/AIDS prevention into the Health Education factories and construction site. 10

  15. 3. Improve the level of medical security for migrants By the end of 2016 , we will achieve the intra- provincial transfer of RCMS for migrants. By the end of 2017 , the cross-provincial transfer will be successfully achieved for in-patient services for migrants. 15
